Terror suspect brothers charged in Britain

LONDON (AFP) - Two brothers were charged in connection with an investigation targeting an alleged terror recruitment network, police said.

The pair were among 14 people arrested across London in overnight raids on September 1, including at a Chinese restaurant. Police were later granted a warrant by a court to detain another of the suspects until Wednesday.

Under British anti-terror laws, suspects can be held for up to 28 days without being charged, subject to regular court approval.

Yassin Mutegombwa, 22, is charged with three counts of receiving training for terrorism, a new offence contrary to section 6 of the Terrorism Act 2006.

Hassan Mutegombwa, 20, was charged with one count of procuring funds for terrorism contrary to section 15 of the Terrorism Act 2000.

The pair, both from Upper Norwood, south London, will appear before City of Westminster Magistrates in London on Tuesday.

The charges against Yassin Mutegombwa allege that he received terrorism training in woodland near a campsite in Lyndhurst, southern England, and at White Waltham, west of London.

Each count alleges that while at these locations, "instruction or training of the type mentioned in Section 6 (1) of this Act or Section 54 (1) of the Terrorism Act 2000 (weapons training) was provided wholly or partly for the purposes connected with the commission or preparation of acts of terrorism".

The charge against his brother alleges that he "invited another to provide money and intended that it should be used, or had reasonable cause to suspect that it may be used, for the purpose of terrorism".

Police have until later Monday to question two of the 14 people originally arrested. They have until Wednesday for one of them, Friday for four, and Saturday for a further two.

Two of those arrested have been released without charge.
