FEMA should model their set up after it.

Nah, FEMA should just contract out disaster relief and coordination to WalMart. They'd do it better.

When Rita hit, Lowes was opened within 36 hours and Wal-Mart the next day. When we were standing in line to get into Lowes I heard a lot of talk about how people wouldn't forget who was there to help. They might be big boxes and cold, impersonal corporations--but they were there!

Neither had more than some small generators providing enough electricity to run cash registers and a few lights, but they opened their doors and let people buy what they needed to survive. Tons of other stores weren't opened for weeks.
