Bush: We've talked all summer with key players about program going forward and was pleased House of Representatives passed a good bill with overwhelming bipartisan majority. I thought that was good progress.
Work to do in Senate. We've been involved ever since teh SCOTUS program came down. We've been talking about military tribunals and Article 3 of GC. Hard for citizens to understand that Article.
Vague standard that the Court said must be the guide for our conduct. It's so vague that it's impossible to ask anyone to participate in the program for fear of that person breaking the law. So we've worked with both parties to bring definition to Common Article 3.
I really don't think most Americans want international courts to guide how we protect ourselves. We can pass law in the US that helps define our international treaty obligations.
We've done that in the past. It's not the first time we've done that.
