Ethics panel faces major decisions in Foley investigation
WASHINGTON (AP) — The House ethics committee can conduct an in-house investigation of former Representative Mark Foley's salacious messages to teenagers or hire an outside counsel. Either way, it's likely that Speaker Dennis Hastert and other top Republicans will have to explain why they failed to thoroughly investigate relationships the former Florida congressman had with male pages.

The evenly divided ethics committee scheduled its first meeting for tomorrow. They'll have to decide how to investigate a potential Republican cover-up that could cost Hastert his job and help decide control of the House.

This is not the first time the ethics committee has investigated a speaker. Outside counsels were hired in the probes of former Democratic Speaker Jim Wright and ex-Republican Speaker Newt Gingrich. Also, an outside counsel conducted a broad sex and drugs investigation in the early 1980s that ended with the censure of two House members for consensual relationships with House pages.
