No. That is not correct. I study the situation quite a bit (understatement). Iran wants war with the West, because they want to rule the middle east with their Shia rule, and then North Africa, Europe and (they believe), the entire world.
I think you're confusing the means they sometimes use (suicide bombing) with the end they seek - an Islamic world with Iranian controlled middle east as the center.

Actually, by the late 1980's the Soviet SS-17, SS-18 and SS-19 missiles finally got modern guidance systems that got their warhead impact accuracy within under 150 meters circular error of probability (CEP). That made them very frightening first strike weapons, since the SS-18 in some versions carried a 25 MT nuclear warhead, and under 150 meters CEP with such a powerful warhead would have easily taken out SAC headquarters south of Omaha, NE or NORAD's Cheyenne Mountain facility.
Ironically, I watched "The Day After" tonight on sci-fi. I'd never seen it before. Pretty depressing.

Yeah, but this sets a prescedent. If North Korea is allowed to fully become nuclear, it will give courage to every other rogue state.
Put it to them with everything, including nukes if necessary. They don't have the missiles to reach the US or Japan with nukes, yet.
They might get Seoul - but that seems like a fair enough trade. After all, the South Koreans have been singularly unhelpful in recent years.
