That made them very frightening first strike weapons, since the SS-18 in some versions carried a 25 MT nuclear warhead, and under 150 meters CEP with such a powerful warhead would have easily taken out SAC headquarters south of Omaha, NE or NORAD's Cheyenne Mountain facility.
