Those ignorant of California's utility laws are lead to believe by this PR release that PG&E did a voluntary, public service through this act. A green gesture out of the kindness of their heart, sacrificing corporate profits for the good of the society.

Utilities have very little choice in the matter. If a biomass generation plant is approved by the CPUC, utilities must purchase power from it, at a rate well in excess of the retail, consumer, baseline rate.

Very true indeed.All factored into consumers rates.California is something else.
