IMO, he was going to somehow put Bush into his "education" remark, lost his train of thought or was distracted, read from his notes, and fixated on the punch line "you get stuck in Iraq". That's what makes his press conference and explanation so painfully delightful. He couldn't fess up. A totally lame and botched attempt at sarcasm. And a great reminder why we should not have liberals in charge.

He is a one man disaster. On Fox just now an Arab speaker who has monitored Arab web sites said the clip would undoubtedly play well in the Middle East. She said already that Arab speaking chat rooms are saying things like "we thank the Democrats for doing our work".
