My thoughts, too.
Drowning a newborn is premeditated and intentional.
Why a second degree charge?

That was my first thought too. If this is true, there definitly was intent. Also, with the 'panic' throughout the clinic, one might be able to assume conspiracy to cover up the the murder.
Mother should be charged too.
