Richmond City should give Webb no more than 3000 votes at this point. 88% have already been counted
Maybe even less. They have 101,538 registered voters and have counted votes already for 45,032 (44.35% turnout). Not going to go much higher I'm betting.
I'm going by CNN's current by-county VA numbers, which give Webb 8k more from Richmond City. Now that Petersburg is fully in and Allen's lead is only 6k on CNN, Allen is toast.
