These oligarchs, disgusting as they might be, is the best that was there. [i.e. the rest is even worse]. What would have been the chances of staffing the whole ruling elite with the late Politkovskaya [or equally late Sakharov] human type?- zilch, albeit in theory such an outcome would be far preferable. And the oligarchs came close to power.
