The one who signs this into law will be a REPUBLICAN President.
He could veto it, but he won't. Because he has been pushing it for the last 6 years.

LOL, yea, the right trash will never admit they got rolled by Dobbs and Co.
By "sending a message" they surrendered the only firewall in the House and Senate against the President's liberal tendencies.
