I incline to think they were picking something up, but it could be they were dropping off something for shipment out.

I'd guess that most trucks drop off and pick up in a single trip. Especially with the high price of Diesel fuel.

I doubt it.

Apparently these guys were entering the port facility delivery area (out going shipment?).

If they were there to pick up a Nuke they would not need three guys.

A Nuke would likely be in a containerized shipment.

The truck would show up without a container on it with receipt paper work. The truck would be loaded with the container. The truck would leave with the Nuke still in the container.

You would almost certainly be caught if you tried to unload the container in the port area.

Given that the bomb squad was called, it is at least possible that they were delivering something that was never intended to leave the port. Or, alternatively, never intended to arrive at another port, once loaded on a vessel.

Of course, it could simply be recon, or nothing at all.
