No one to counter Chavez In a region where the leading ideology is Bolivarianism, there is not one leader positioned to offer a better idea for a brighter future.

For over two decades, the prevailing ideology in Latin America was neo-liberalism, a Washington-born idea that claimed the power of open markets would lift the region’s poor from misery. It did not, and corruption ran rampant.

While democracy still remains strong, resentful voters ushered in a new generation of neo-populist leaders touting a new idea: a form of socialism, called Bolivarianism, that has slowly but surely become the loudest and most prevalent ideology.

Bolivarianism is anti-capitalist, supports nationalization, regional trade with like-minded countries and above all, suggests that a country should rely on itself or fellow socialist states, not imperialist powers, as a source of the economic growth that will lift all from poverty. It is a sort of refurbished socialism that is not a guiding light for the future.

Latin America cannot readily absorb the economic shock of open markets, nor can it get bogged down in the trappings of old socialist ideas. A blended ideology must be promoted, but the problem is that no one is strong enough to counter Venezuelan President Hugo Chavez, the leader of Bolivarianism.

Chavez calls it Socialism for the 21st Century. Cuba's Fidel Castro passed him the torch. Leaders around the region pay homage to their own past as socialist upstarts through hugging and laughing with Chavez on the international stage while taking care of often pro-capitalist, neo-liberal business at home.

Brazilian President Luis Inacio “Lula” da Silva is a perfect example. He has the leftist background and eye for fiscal conservatism to become a great ideological counterweight to Chavez. His politics represent an ideal blend for the region. But his politically weak position at home and strong voices from his own left deter any would be shouting match with Chavez.

Within a week after winning his second term in office, Lula visited Chavez for a photo opportunity on a bridge linking both countries. That was in November, and it looks like Lula’s administration will remain bogged down until March as he struggles to get past his party’s sordid past and form a working cabinet willing to share the same table.

Argentina of the past could have been a counter weight to the Bolivarian ideology. But since Nestor Kirchner has come to power, Argentina has become a Venezuelan puppet.

Chavez has literally bought the support of his southern neighbor with over US$3 billion in purchases of Argentine debt. The most recent purchase occurred on 16 February, when Venezuela dumped another US$750 million into Argentine government coffers.

Colombian President Alvaro Uribe has the politics to promote an ideological battle with Chavez. Colombia has been a model of economic growth through a mixture of neo-liberal policies and social programs. But Uribe has serious problems.

Political allies are falling like dominos due to links with former paramilitary leaders. And if Uribe took the time to speak out for neo-liberalism and against Chavez, he would be dismissed as another of Washington's puppets. Colombia is a top recipient of US aid.

The only other leader who could take up an ideological fight with Chavez is Mexican President Felipe Calderon. He has the right politics and his country has a history of not blindly supporting the US. Voting against the US invasion of Iraq at the UN is a clear indication. But Calderon won on the thinnest possible mandate. His opposition controls enough seats in the Mexican Congress to block any unwanted initiative, and his focus is on Mexican organized crime, not on verbal sword play with Chavez.

Finally, the US has launched a diplomatic offensive in the region. This is to be a year of engagement, but the US president is clearly obsessed with the war in Iraq, not with putting a muzzle on Venezuela’s leader for the sake of the region’s future. Washington is doubly discredited, first for promoting an ideology that clearly did not work, and second for doing nothing about it.

Latin America needs an independent leader willing to stand up to Chavez, but that leader does not exist on the region’s geopolitical map. Bolivarianism will continue to seep into the minds and hearts of millions across Latin America. Chavez and his pool of allies will control the headlines until the next round of presidential elections tell the world how the region has embraced this new ideology.

As Chavez puts it, Socialism for the 21st Century is just getting started. If that is true, then he will continue to trumpet his ideology until Latin Americans learn, the hard way, that Bolivarianism did not carry them much farther from poverty than neo-liberalism. Disillusionment with reality may then spread faster than hope for the future.

When Muhammad Jamal Khalifa was found dead at a remote gemstone mine in south-eastern Madagascar at the end of January, local police quickly put the murder down to a business deal gone wrong. The Saudi businessman, 49, had had to call in local police to evict a gang who had taken over the mine during the owner's six-year absence. All the evidence pointed towards another of the many killings that dominate the notoriously violent Madagascar gem mining business.

Khalifa had been shot twice, stabbed and hacked at with an axe. His laptop, notebooks and money were missing, as were his two mobile phones. A survivor from the attack said a gang of up to 30 men had burst in to the guesthouse at the mine in Soameloka before setting upon their victim.

But it soon became apparent to the police that this was no ordinary killing. Khalifa was a man with a past, and at the time of his death he was being monitored by the US secret service.

He was married to one of Osama bin Laden's sisters, and was once the closest friend of the al-Qaida leader. He had also been sentenced to death in absentia in Jordan for allegedly funding a bombing campaign, had funded Islamic charities in the Philippines and had played a controversial role in the arrest of the gang that attempted to blow up the World Trade Centre in 1993.

After the September 11 2001 attacks he had been arrested by the Saudi authorities and for several years afterwards had been prevented from travelling abroad. He was a man with many enemies.

At first, the Khalifa family accepted the view that his killing was a simple case of violent robbery. His brother, Malek, flew to Antananarivo, the capital of Madagascar, and the Saudi government paid for a chartered Boeing-777 to bring back the body, sending its most senior diplomat in east Africa to accompany the flight.

But two weeks ago, the family changed its view, saying they now believed it was a "political" killing. "They received no cooperation from the authorities in Madagascar," said a family friend who wishes to remain anonymous. "They don't trust the police there any more."

The friend said this week that he had warned Khalifa against travelling abroad. "I spoke to him only days before he was killed and said it was not a good idea. He had too many enemies."

He added that when Khalifa arrived at the remote mine he found it was being worked by people he had never met. "He had to call in the police to get them out of there," said the friend.

Despite the possibility that this was the motive for his killing, there is plenty of evidence that Khalifa was still of enormous interest to the US authorities, and this week's revelations about Interpol bulletins about him have led to speculation on the internet that his death was carried out, or organised, by the American military.

What is known is that only four days before he was killed, Interpol's Washington bureau sent a bulletin about him to the FBI, the Department of Homeland Security and the National Security Agency concerning an unnamed "project initiated to proactively target terrorism from captured terrorists".

These details were revealed this week by intelwire.com, an American website that has taken an interest in the case. The Interpol bulletins were obtained under US freedom of information legislation. Additional documentation was withheld.

Khalifa had had an uneasy relationship with the US authorities. Arrested in California in 1995, he was found to have terror training manuals and contact books listing telephone numbers for Bin Laden in his luggage.

There was speculation at the time that he had been "turned", and that he provided information to the FBI which led to the arrests of Ramzi Yousef and others who had planned to blow up a dozen US aircraft over the Pacific. Yousef was eventually convicted of carrying out the first attack on the World Trade Centre in 1993.

Whatever the truth, Khalifa was held for more than six months in America, during which time his death sentence in Jordan for the bombing plot was mysteriously quashed. He was eventually released and sent back to Saudi Arabia.

He always maintained that he had fallen out with Bin Laden over the latter's decision to form al-Qaida. He had moved from Afghanistan to the Philippines where, depending on who you believe, he either involved himself in setting up charities to build mosques and schools, or became a major financier for the al-Qaida-aligned Abu Sayyaf terrorist group. Even there Khalifa was mired in controversy. Only days before he was murdered, a leader of one of the Filipino Islamist insurgent groups had named him as one of the group's chief benefactors.

In recent years, Khalifa had attempted to keep a low profile. He had begun to give interviews to authors about his involvement with Bin Laden, making it very clear that he no longer shared his former friend's views. He started a fish restaurant outside Jedda with his brother Malek and slowly disappeared from view.

But Khalifa was finding it hard to make money in Saudi Arabia. "I cannot travel, I cannot leave, I cannot make any deal with anybody ... my business goes down, almost bankrupt," he told Zubeida Malik of the BBC in 2003. "We are in very big trouble."

When the Saudis lifted the travel restrictions against him, he decided for the first time since 2000 to visit the gemstone mine he owned in Madagascar.

Back in Madagascar there has been little progress in the murder investigation. The police made an arrest two weeks ago, but no one has yet been charged. Khalifa's death seems destined to be as controversial as his life was.

Life of a jihadist

Muhammad Jamal Khalifa, 49, first met Osama bin Laden in 1976, while studying at university in Jeddah. In 1985 he travelled to Afghanistan to take part in the jihad against the Soviets, marrying bin Laden's sister the following year.

Khalifa said he fell out with bin Laden in 1986. He moved to the Philippines, using charitable funds to build mosques and madrassas. Many intelligence experts believe that he helped finance terror groups such as the Abu Sayyaf Group.

In 1995 Khalifa was arrested in California after being sentenced to death in absentia in Jordan. The charges were dropped and he later returned to Saudi Arabia. After 9/11 he was briefly detained by the Saudi authorities.

being the mastermind for a lot of terrorist crimes. Old news? Hardly.
His
confession appears to link al-Qaida to Saddam Hussein's Iraq.

War critics argue that Saddam Hussein had little to do with terrorism,
and
nothing to do with al-Qaida. Since there was no Iraq-al-Qaida link,
they
say, the U.S. should never have invaded to get rid of Hussein, no
matter how
evil he was. But something interesting has come out of the
interrogations of
the lead al-Qaida suspects at Guantanamo.

In particular, Khalid Sheikh Mohammed confirmed what was suspected all
along: He was the driving force and chief planner behind 15 years of
al-Qaida terrorism - nearly 30 attacks and plots in all. That includes
9/11,
the murder of journalist Daniel Pearl and, much earlier, the 1993
bombing of
the World Trade Center.

If so, it further cements the evidence that Iraq was, at minimum, a
willing
partner of al-Qaida's in the decadelong burst of terrorism that
culminated
in 9/11. Indeed, Mohammed's Gitmo confession neatly ties the '93 WTC
bombing
and 9/11 to Iraq and al-Qaida. After all, Iraq had the means - oil
money -
and the motive - revenge for Hussein's humiliation in the 1991 Gulf
War.

Of particular interest is the revelation about Mohammed's involvement
in the
'93 bombing. It shows a linkage not only between the '93 WTC attack and
9/11, but also between Iraq and al-Qaida.

We already know, for instance, that Abdul Rahman Yasin, the Iraqi
responsible for carrying out the '93 bombing, found a haven in Iraq for
a
decade after the attack. Yasin worked closely with another al-Qaida
operative, Ramzi Yousef, on the '93 WTC bombing.

For the record, Yousef is Mohammed's nephew. He was described by the
National Commission On Terrorism's 9/11 report as 'the mastermind' of
the
'93 bombing. And according to U.S. intelligence, he got funding from
al-Qaida.

Intelligence documents captured in Baghdad in September 2003 show that
Yasin
and the others received financial aid from the Iraqi government. This
raises
a big question: Why would Iraq, under international scrutiny for both
WMD
and sanctions, support a known terrorist with ties to al-Qaida? The
only
reasonable answer is, it wanted to keep Yasin quiet about Iraq's
involvement.

There's ample evidence of Iraq's role in 9/11 too. The lead 9/11
hijacker,
Mohammed Atta, met at least twice with Iraqi intelligence in Europe
before
carrying out the attacks. And Ahmed Hikmat Shakir, an Iraqi
intelligence
operative, attended a key meeting of the 9/11 hijackers and other
al-Qaida
terrorists in January 2000.

Upon capture, Shakir was found to be in contact with Zahid Sheikh
Mohammed,
brother of Khalid Sheikh Mohammed, Iraqi Musab Yasin, brother of Abdul
Rahman Yasin, and Ibrahim Ahmad Suleiman, a '93 WTC conspirator.

It's pretty clear that al-Qaida and Iraq, far from being enemies, were
tactical allies against the U.S. As such, removing Hussein wasn't a
distraction from our war on terror; it was vital to it.

Abducted Italy reporter says Taliban may kill him

KABUL (Reuters) - An Italian journalist abducted in Afghanistan 10 days ago has appealed to authorities to meet his kidnappers' demands, warning he would otherwise be executed in two days, an Afghan news agency said on Thursday.

"After that they will kill us," a voice said to be that of Daniele Mastrogiacomo said in English in a compact disc recording obtained by Reuters from the Pajhwok agency. "There are only two days. Please. Please."

Pajhwok would not say how it obtained it the barely audible recording. It was unclear when it was made.

The journalist's 24-year-old son, Michele, told Reuters: "It's very likely that it's him but I can't be absolutely sure."

Mastrogiacomo was seized in the lawless southern province of Helmand along with two Afghan colleagues, and the Taliban said he confessed to spying for British troops.

His newspaper, La Repubblica, denied the reporter was a spy and said the Karachi-born man had been writing for them since 1980 and reporting from Afghanistan since Feb. 28.

At the start of the disc, a man Pajhwok says is a senior Taliban commander orders a subordinate in the Pashto language to force the journalist to make the recording.

Pajhwok is a privately owned, largely Web-based news agency with a large network of reporters across the country. Its reports are generally reliable.

In Italy, Mastrogiacomo's brother Alessandro said he was unsure about the recording. "The audio is very bad," he said. "It could be him. I'm not absolutely sure. But ... I think I recognise the inflections in his voice."

An Italian Foreign Ministry official also urged caution.

This week, a Pakistan-based news agency said the Taliban had threatened to kill the Italian and his two Afghan companions by Friday. The group had earlier said they would release Mastrogiacomo if he proved his innocence.

A Taliban spokesman later said they changed their mind after Italy's lower house of parliament voted a week ago to keep 1,900 troops in Afghanistan. The Taliban want Italian troops withdrawn and the release of one of their spokesmen captured in January.

The Italian government has demanded the kidnappers prove Mastrogiacomo is alive before any talks.

Another Italian journalist, Gabriele Torsello, was kidnapped in Helmand in October and held for three weeks before being released unharmed.

Australian Prime Minister John Howard, who has also sent troops to Afghanistan, said on a visit to Kabul kept secret until his arrival that he was considering increasing their number.

"We are looking at the possibility of some increase in our commitment to Afghanistan," he told reporters after meeting President Hamid Karzai and NATO commanders.

Howard said any increase in Afghanistan might be in the form of trainers. Australia has more than 400 troops in Afghanistan, mainly working on reconstruction and development in Uruzgan province.

WASHINGTON: US intelligence agencies have found no strong links between
Al Qaeda and radical home-grown Islamist groups in the country and such
groups appear incapable of September 11-scale attacks, US officials
have said.

Homeland Security Secretary Michael Chertoff told a Senate committee
that home-grown Islamists identified by US law enforcement present a
greater threat than white supremacists and other more traditional American
extremists.

"There are (Islamist) groups inside the country - self-generated - that
could carry out acts of violence," Chertoff told the Homeland Security
and Governmental Affairs Committee.

But he added: "I think the sophistication would likely be a lot less
than we saw on 9/11, and I think their chances of success would be
somewhat less."

More than five years after the 2001 attacks, administration officials
said they know little about the process by which individuals are enticed
to embrace violent ideology either through the Internet or by Islamist
leaders.

Charles Allen, the chief homeland security intelligence officer, told
the same panel that extremists in the US had been involved mainly in
"aspirational plotting hatched largely by isolated actors who lack the
will or the capability to carry out large scale attacks.

"Plots involving home-grown extremists in the UK and western Europe
have been linked to Al Qaeda and other terrorist networks. We have yet to
find such deep linkages in the United States," he added.

Officials said Allen's remarks suggested there was no evidence of an
active Al Qaeda role in the recruitment, training or activities of
home-grown US extremists.

US officials view the militant group led by Osama bin Laden as the
leading threat to the country.

Officials said the Department of Homeland Security had assigned 30
analysts to study the phenomenon of Islamist radicalisation in the US, with
a major initial focus on New York, New Jersey and California.

KARACHI (Reuters) - Pakistani police have charged a militant over the
2002 kidnapping and murder of U.S. reporter Daniel Pearl, officials
said on Wednesday.

Mohammad Hashim Qadir was arrested last month in the central province
of Punjab and he was later handed over to Karachi police for
investigations.

Intelligence officials have said Qadir, also known as Arif, had set up
a meeting between the Wall Street Journal reporter and his kidnappers.

Four people have been convicted in connection with Pearl’s murder,
including British-born Ahmed Omar Saeed Sheikh, who was sentenced to death
in 2002 for masterminding the murder. He is in jail awaiting the
outcome of an appeal.

Investigators say Qadir had admitted taking instructions from Omar
Sheikh and another militant, Amjad Hussain Farooqi, who is also believed to
have played a prominent role in the plot to murder the journalist.

Farooqi, also implicated in assassination plots against President
Pervez Musharraf, was killed by security forces in September.

Investigating police officer Gul Hameed Samoo said Qadir had been
formally arrested on Monday. On Wednesday, he appeared before an
anti-terrorism court in Karachi amid tight security.

"He has been remanded into judicial custody until August 27," his
lawyer Rai Bashir Ahmed told Reuters.

Journalists were not allowed to cover the court proceedings which were
also attended by Qadir’s younger brother, Mohammad Khalid Imran.

"It was my first meeting with my brother in the last five years," Imran
told reporters after the proceedings.

Pearl, 38, was kidnapped in Karachi January 2002 while researching a
story on Islamist militants. He was later killed.

Samoo said the court would also decide where Qadir’s trial would be
held.

In a book about her husband, Pearl’s widow, Mariane, described Qadir as
a spokesman for Harkat-ul-Mujahideen (Movement for Holy Warriors), a
militant group fighting Indian rule in the disputed Himalayan region of
Kashmir.

Denis Simonov



It is difficult and painful to write about Denis in the past tense, after all, for us it is as if he just left home on business, and at night, as usual, he would definitely come home.

It turned out that Denis was and will remain our only son, our hope and our support, that little spark of true happiness, which, perhaps, one only gets once in a lifetime.

Denis was born in Moscow in what is now the distant past, 1982. During his schooldays he was fascinated with computer technology. At first, like many, he sought the computer games, but later, thanks to his innate ability and aptitude for the discipline of mathematics, he did serious programming. This all predetermined his choice of a later profession – to become a programming engineer, and enter the N.E. Bauman Moscow University of High-Technology, in the college of information and systems management.

Denis was a very multifaceted person, and, despite the complex and intense studies in school, he seriously took up swimming. During his four years of college, he managed to become University Champion, taking the first place trophy in swimming, and to the very end he was a member of the school’s select swim team.

Water and all that was connected with it was his element. His friends even compared Denis to a dolphin. Besides swimming, he loved aquatic tours. He paddled many kilometers in kayaks on the lakes in Karelia, and adored fishing.

Denis had many friends, and it seems to us that this was because of his exceptional dependability and honesty in his relations with people.

On September 15th, 2002, we celebrated his 20th birthday with such joy. There were a lot of guests, many good wishes for the future, and bright prospects.

But:

Denis and his girl were supposed to go to the musical on a different, but due to a confluence of circumstances, he changed the tickets to Wednesday, October 23rd. In the morning he went to classes at the institute, and late that evening we heard the news about the capture of the theater. After awhile he called. “Mom, we’re sitting here. You probably heard about it already.”

To the very last moment we did not want to believe that they could just leave our loved ones in the lurch; we believed that protecting all those innocent lives would be of paramount importance. That did not happen, however.

Our only son died. Our drop of blood, our hope, our future. In the heart remained only a huge wound, and pain for the rest of life.

I say thank you to the friends of Denis. They remember him. And thanks to this, it seems to us that he is with us. It is easier for us this way.

The news was on the radio, while I was reading this, the headline is the father, who stuck a knife in his 11 month old sons back and threw him out the window, while his 5 year old son watched......

That bastard is still alive.

Asked about the alert notice, the FBI's Rich Kolko said "there are no threats, no plots and no history leading us to believe there is any reason for concern," although law enforcement agencies around the country were asked to watch out for kids' safety.

WASHINGTON - A major manufacturer of dog and cat food sold under Wal-Mart, Safeway, Kroger and other store brands recalled 60 million containers of wet pet food Friday after reports of kidney failure and deaths.

An unknown number of cats and dogs suffered kidney failure and about 10 died after eating the affected pet food, Menu Foods said in announcing the North American recall. Product testing has not revealed a link explaining the reported cases of illness and death, the company said.

"At this juncture, we're not 100 percent sure what's happened," said Paul Henderson, the company's president and chief executive officer. However, the recalled products were made using wheat gluten purchased from a new supplier, since dropped for another source, spokeswoman Sarah Tuite said. Wheat gluten is a source of protein.

The recall covers the company's "cuts and gravy" style food, which consists of chunks of meat in gravy, sold in cans and small foil pouches between Dec. 3 and March 6 throughout the U.S., Canada and Mexico.

The pet food was sold by stores operated by the Kroger Company, Safeway Inc., Wal-Mart Stores Inc. and PetSmart Inc., among others, Henderson said.

Menu Foods did not immediately provide a full list of brand names and lot numbers covered by the recall, saying they would be posted on its Web site — http://www.menufoods.com/recall — early Saturday. Consumers with questions can call (866) 463-6738.

The company said it manufacturers for 17 of the top 20 North American retailers. It is also a contract manufacturer for the top branded pet food companies. Its three U.S. and one Canadian factory produce more than 1 billion containers of wet pet food a year. The recall covers pet food made at company plants in Emporia, Kan., and Pennsauken, N.J., Henderson said.

Henderson said the company received an undisclosed number of owner complaints of vomiting and kidney failure in dogs and cats after they had been fed its products. It has tested its products but not found a cause for the sickness.

"To date, the tests have not indicated any problems with the product," Henderson said.

The company alerted the

Food and Drug Administration, which already has inspectors in one of the two plants, Henderson said. The FDA was working to nail down brand names covered by the recall, agency spokesman Mike Herndon said.

Menu Foods is majority owned by the Menu Foods Income Fund, based in Ontario, Canada.

Henderson said the recall would cost the company the Canadian equivalent of $26 million to $34 million.

Mexico police in $205m cash haul

Mexican police have seized what they say is one of the biggest amounts of cash confiscated in an anti-drug raid. More than $205m (£103m) were found in the Mexico City safe house, as well as guns and drugs.

Seven people were arrested. They are accused of illegally importing chemicals to make methamphetamines.

The total recovered in similar raids in 2006 was about $53m. The government has vowed to crack down on the drug cartels which are terrorising parts of Mexico.

Imports from India

The dollars were found hidden in walls, suitcases and cupboards in a mansion in an upmarket district of Mexico City, together with smaller amounts of euros and Mexican pesos.

Eight cars, seven weapons and machinery for making tablets were also seized.

Prosecutors said the raid was part of an investigation into a pharmaceutical company suspected of importing chemicals to make the drugs from India.

The investigation began with the seizure of 19.5 metric tons of pseudoephedrine in the Mexican port of Lazaro Cardenas, they said.

Correspondents say Mexico has become one of the largest producers of methamphetamine since a crackdown on laboratories in the US.

Methamphetamine is a chemical variant of amphetamine with much more powerful effects. Abuse is particularly bad in rural areas in the US.

For four decades there have been rumours that Marilyn Monroe's death was not a simple suicide. Now a Los Angeles-based Australian writer and director, Philippe Mora, has uncovered an FBI document that throws up a chilling new scenario.

BOBBY KENNEDY'S affair with the screen idol Marilyn Monroe has been documented, but a secret FBI file suggests the late US attorney-general was aware of - and perhaps even a participant in - a plan "to induce" her suicide.

The detailed three-page report implicates the Hollywood actor Peter Lawford, Monroe's psychiatrist, staff and her publicist in the plot.

The allegations suggest the 36-year-old actress, who had a history of staging attention-seeking suicide attempts, was deliberately given the means to fake another suicide on August 4, 1962. But this time, it is suggested, she was allowed to die as she sought help.

The document, hidden among thousands of pages released under freedom-of-information laws last October, was received by the FBI on October 19, 1964 - two years after her death - and titled simply "ROBERT F KENNEDY".

It was compiled by an unnamed former special agent working for the then Democrat governor of California, Pat Brown, and forwarded to Washington by Curtis Lynum, then head of the San Francisco FBI. Despite a disclaimer that it could not be sourced or authenticated, it was considered important enough to immediately circulate to the FBI's five most senior officers, including director J. Edgar Hoover's right-hand man, Clyde Tolson.

The report was in effect buried for decades as a classified document, and even the released version contains censored sections. Never before mentioned despite thousands of articles, books and documentaries about her death, it details aspects of Kennedy's on-and-off affair with the movie star, including sex parties and a lesbian dalliance. . .

The seemingly random brutal murders of five people in California's Bay Area in 1968 and 1969 and a series of taunting cryptic notes sent by their killer terrorized Northern California for years.

The self-proclaimed "Zodiac Killer" sent local newspapers a three-part coded message explaining his motive for the killings in 1969 and in a separate letter to the editor suggested his identity was buried within an elaborate cipher message. The decoded message did indeed reveal the killer's twisted motive, but his identity remains a mystery.

The unsolved nature of the murders and the Zodiac Killer's elaborate methods of communicating with the public and his pursuers still captures the imaginations of screenwriters, authors, true-crime buffs, forensic scientists, and, of course, law enforcement.

The murders did not fall under federal jurisdiction, so the FBI never opened an investigation. But a glance through the FBI's public records on the case shows how local law enforcement agencies called on the FBI's expertise in handwriting analysis, cryptanalysis, and fingerprints to aid their investigations.

The FBI's role in 1969, much as it is today, was to support local law enforcement in their investigations. In the Zodiac Killer case, correspondence between law enforcement agencies in Northern California and forensic experts at the FBI's Laboratory—in what was then called the Technical Evaluation Unit—shows our efforts to analyze handwriting samples and lift latent fingerprints from the letters and envelopes sent by the purported killer. FBI cryptanalysts, or code-breakers, were also enlisted to unravel a complex cipher that used more than 50 shapes and symbols to represent the 26 letters of the alphabet. Ultimately the code was made public and broken by two university professors.

RUSSIA RETURNING TO AFGHANISTAN WITH NOT-SO-SOFT POWER

Russian power is returning to Afghanistan in military and
security
terms, albeit without a military presence on the ground, at least for
now.
Moscow is using the Russia-led Collective Security Treaty Organization
(CSTO) as a thin cover.

On March 9 through 13, a CSTO Working Group on Afghanistan held
talks
in Kabul with senior officials of the Afghan Ministries of Defense,
Internal
Affairs, Foreign Affairs, and other security and civilian government
departments. The Russian-led delegation proposed to institute regular
contacts with Afghanistan’s military, security, and law-enforcement
agencies
and invited Defense Minister Abdul Rahim Wardak to Moscow.

The delegation offered assistance to Afghanistan to build its
army,
security agencies, and border protection units and to combat
“terrorism” and
the drugs trade. Specific proposals include delivering arms and
military
equipment and training Afghan military and border-troop officers as
well as
“special services” personnel. In the civilian sphere, Russia and the
CSTO
are offering “help in establishing the organs of executive government
both
at the central level and in the regions” (Interfax, RIA-Novosti,
Itar-Tass,
March 12 - 14).

Although such assistance could only be initiated politically and
supplied in practice by Russia, the official reporting presents it as
an
initiative of the CSTO’s Central Asian member countries (Kazakhstan,
Kyrgyzstan, Tajikistan, Uzbekistan). The delegation held meetings with
these
countries’ embassies in Kabul. There were apparently no working
meetings
with Western representatives there.

Russian officials (though not the group’s Central Asian members)
periodically complain that NATO and other Western organizations and
governments have declined to recognize the CSTO. Just during the last
three
weeks, CSTO General Secretary Nikolai Bordyuzha aired that complaint at
a
meeting of the OSCE’s Permanent Council in Vienna, during an official
visit
to Tajikistan (see EDM, March 6), and at a briefing in Moscow.

According to Bordyuzha, the CSTO central staff is embarking on a
needs-assessment for Afghanistan, based on the delegation’s findings.
The
CSTO Working Group on Afghanistan consists of members of the
organization’s
Secretariat in Moscow as well as national coordinators from the member
countries. The Working Group is defined as a staff organ subordinated
directly to the CSTO’s Council of Ministers of Foreign Affairs.
Afghanistan’
s charge d’affaires in Moscow, identified as Gholam Sakhi Gheyrat, acts
as
the Afghan government’s representative at meetings of and talks with
the
CSTO (Interfax, March 2). Whether this appointment by the Afghan
government -- or some faction within it -- is compatible with NATO’s
and
Washington’s non-recognition policy vis-à-vis the CSTO is unclear.

Moscow also proposes turning the CSTO’s annual anti-drug
operation in
Central Asia, “Kanal,” into a “permanent regional operation;” and to
combat
the drug traffic not only outside Afghanistan’s borders as heretofore,
but
also within Afghanistan. A special meeting of the CSTO on March 14 in
Minsk
discussed this issue. Russia singles out the narcotraffic issue as one
suitable for NATO-CSTO cooperation. Moscow’s primary motivation,
however, is
to achieve a political link between the two organizations, implicit
equivalence, and a step toward long-sought recognition of the CSTO by
NATO.

The CSTO created its Working Group on Afghanistan with a notably
limited mandate in 2005, when Russia had practically discontinued
military
assistance to that country. Moscow desisted at that time “in order to
avoid
duplicating American activities. Now, however, given the reactivation
of the
Taliban and al-Qaeda, President Hamid Karzai and the Afghan government
have
themselves requested Russia to renew deliveries of arms and equipment,”
stated the Russian MFA’s Central Asia department chief Alexander
Maryasov in
the run-up to the CSTO delegation’s visit. According to his listing,
Russia
had supplied some $200 million worth of mostly old military equipment
to
Afghanistan from 2002 to 2005 (Nezavisimaya gazeta cited by Interfax,
March
5).

Russia clearly signaled its strategic re-entry into Afghanistan
on
February 22-23 when Minister of Foreign Affairs Sergei Lavrov descended
on
Kabul to reopen the Russian embassy in its reconstructed building and
meet
with Karzai. During the visit, Lavrov offered Russian military
assistance
through the CSTO to Afghanistan “against terrorism and drug
trafficking” and
also hinted at the “work under way between the security services every
day,
painstakingly and imperceptibly.”

Lavrov also confirmed Moscow’s intentions to settle Afghanistan’s
Soviet-era “debts” (largely the costs of occupation), on the
understanding
that the Kabul government would in return support the entry of Russian
companies into Afghanistan. Apart from those Soviet “credits” to
Afghanistan, Russia is also legal heir to the responsibility for Soviet
military atrocities in Afghanistan during the nine-year occupation.
However,
Lavrov and other visiting Russian officials do not mention that issue,
and
neither do the beleaguered Afghan president or his factionalized
government.

Yet in view of this recent history, Moscow has until now ruled
out the
idea of again sending Russian military personnel to Afghanistan. The
proposals just made through the CSTO may signal a slight change to this
policy, however. But even if a small number of Russian military
advisers do
make their appearance in Kabul or some corner in the north of the
country,
Russia will not assume any real responsibilities for security in
Afghanistan. It will quietly watch NATO’s military difficulties in the
country, publicly note the failures of Western soft-power on the
reconstruction and anti-drug fronts, and use the CSTO to minimize the
West’s
role in Central Asian security arrangements.

From this point on, Russia will more actively seek to build up
political influence and clienteles in Afghanistan through the military
and
security assistance programs just proposed. What has long been touted
as a
Russian policy of cooperation with the West in Afghanistan is now
acquiring
a competitive edge.

In the last edition of Voice of Jihad Magazine, a detailed account of
the attack on the Abqaiq oil facility last year was disclosed that
gives a much different account than previously published, including
the fact the Sheikh Osama Bin Laden personally delegated this attack.

Two vehicles packed with explosives rammed through the gates of the
facility that is responsible for two-thirds of Saudi Arabia's oil
production in the eastern province of Dammam last February. At the
time, the Saud regime downplayed the event considering news of the
attack sent the price of crude soaring.

Since the initial publicity, there has been little said about what JUS
reported as a major attack over a year ago. Now, Al-Qaeda in the
Arabian Peninsula have come forth with the details and one of the
Mujahideen who took park in the double-pronged martyrdom attack spoke
directly to Voice of Jihad giving his personal account.

Here is the complete report, published here uncut and uncensored, as

Allah Protect Him

In The Name Of Allah The Most Gracious The Most Merciful

All praises and thanks be to Allah, the Protector and Guardian of the
pious; there is no enmity except on the disbelievers, and may peace
and blessings of Allah be upon whom was sent with the sword as a mercy
to all that exist, our prophet Muhammad, his household and his
companions.

To proceed:

By the grace of Allah, the One, the brave warriors of the delegated
expedition of Sheikh Osama bin Laden, may Allah protect him, on Friday
afternoon, the 26th of Muharram 1427H were able to brake into the oil
and gas refinery in the city of Abqaiq in the eastern Arabian
Peninsula, where two martyrs drove two explosives-laden vehicles into
it. We shall later give you the details of the blessed operation and
the names of the brave warriors who participated in it, by the Will of
Allah.

This operation is one of the many organized operations being carried
out by Al-Qaeda in its fight against Cross Worshippers and Jews, to
put a stop to the stealing of Muslims' wealth, and is also part of its
plan to expel the polytheists from the Arabian Peninsula.

These brave warriors are honorable role models from the Youth of Islam
in the Arabian Peninsula, and thanks be to Allah, there are many like
them, all competing for martyrdom and longing to kill the enemies of
Allah; the Jews, Cross Worshippers and their allies among the infidel
leaders. Their hearts are full of pain for what is happening to their
Muslim brothers in Palestine, Afghanistan, Iraq, and every other place
and you shall soon see from them, what will please the heart, by the
permission of Allah.

Oh Allah, the Revealer of the Books, the Mover of the clouds, Suduer
of the infidels, defeat America and its allies. Oh Allah, defeat them
and send earthquakes to them and give us victory over them.

Allah the Exalted has said:

"Verily, Allah has purchased of the believers their lives and their
properties; for the price that theirs shall be the paradise. They
fight in Allah's cause, so they kill (others) and are killed. It is a
promise in truth which is binding on Him in the Taurat (Torah) and the
Injeel (Gospel) and the Qur'an. And who is truer to his covenant than
Allah? Then rejoice in the bargain which you have concluded. That is
the supreme success."

Based on the guidance of our leader Sheikh Osama bin Laden, may Allah
protect him, for the naphtha oil wells expedition, Allah made it
possible for your brothers, the Mujahideen in the delegated expedition
of Sheikh Osama bin Laden, may Allah protect him, to carry out an
operation on one of the naphtha wells providing fuel to the cross
worshippers. In addition to the released information on the blessed
delegated expedition of Sheikh Osama bin Laden, may Allah protect him,
we further explain the facts as follows;

The blessed expedition began on Friday afternoon, 26th Muharram 1427H
at exactly a quarter to three with the Mujahideen breaking into the
biggest oil refinery in the world, one of the refineries for oil and
gas in Abqaiq city, East of Arabian Peninsula. The Mujahideen broke
through the back gate killing the driver of a jeep and another guard
holding a 50 bullet weapon at the gate. They then proceeded inside,
killed another soldier and injured many while the others fled. They
then opened the gate for their brothers, the martyrs; Abul Barra
Annajdi Abdullah Abdul Aziz Ibrahim Attuwaijiri and `Urwatunnajdi
Muhammad Salih Muhammad Al-Ghais, may Allah accept them among the
martyrs.

About 500 meters further on there was another gate that the Mujahideen
had no difficulty in opening because the guards had fled, making way
for the two martyring brothers to enter inside. After the departure of
the two brothers, the operation was concluded with the explosion and
devastation of the oil field. After that, and thanks be to Allah, the
brothers were able to leave the area, despite the tight security, and
reached a safe place.

We wish to point out the false claims that the operation was
unsuccessful and that the vehicles exploded at the gate. All these are
lies without a sound basis. Backing this and other operations is the
legal ruling on operations on oil wells given by the captive Sheikh
Abdul Aziz bin Rasheed Attuwaili'ee, may Allah release his captivity,
with the title: "The Ruling Of Bursting Naphtha Fields."

We are indeed grateful to Allah for this blessed operation as it
renewed our determination to defeat the powers of the cross
worshippers and false leaders, to put an end to the stealing of the
Muslims' wealth, to free the Muslim lands, to establish Allah's laws
and commands and to purify the Arabian Peninsula from the polytheists
as directed by our leader and prophet, Muhammad, may peace and
blessings of Allah be upon him.

"And Allah has full power and control over His affairs, but most of
men know not."

Voice Of Jihad: In the beginning of this blessed encounter with Badr,
we wish that he gives us a brief of the Abqaiq expedition, which he
himself participated in.

Al-Humaidi: On Friday 26/01/1427H, at about a quarter to three in the
afternoon, the Youth of Islam raided the Abqaiq oil field, one of the
most important and biggest being used by the cross worshippers in
their fight against Islam and that is under the control of the infidel
leaders. This expedition was in obedience to the directives of our
leader and the overseer of our affairs, Sheikh Osama bin Laden, may
Allah protect him, for the protection of Muslims' blood and wealth and
for the return of the land to its owners.

The expedition was under the leadership of martyred commander Fahd bin
Faraj Al-Juwair, may Allah accept him. We reached the Abqaiq oil field
on the day of the expedition by the road from Riyadh and the operation
comprises of four vehicles (two for securing the entry and the other
two for bombing).

On arrival at the field, the entry team broke into the field to open
the gates for the other vehicles to enter. We broke into it through
the back gate where we killed the driver of a jeep and another guard
holding a 50 bullet weapon, while the other soldiers took to their
heels without looking back.

On reaching the next gate, we met one of the soldiers and one of us
told him to drop down his weapon and not to fight us and we would let
him live, and so he did and sat down. At about the same time, one of
the soldiers in hiding was holding some iron and wanted to hit one of
the brothers on the head but a brother was alerted and opened fire at
him, the one who was directly behind him. From there, the martyr
Abdullah Attuwaijiri, may Allah accept him, called his brothers to the
other gate which was closed with locks and chains, and so, the martyr
Fahd Aljuwair, may Allah accept him, came and fired at it and it
opened and from there, he opened yet another gate and the two
explosive-laden vehicles entered until they reached to their intended
place without any further encounter.

Voice Of Jihad:The authority claimed that the explosion was
unsuccessful and was even outside the oil field!! What's your comment
on that?

Al-Humaidi:My brother, the lies and deceptions of the authorities has
no end, for they do it religiously, may Allah descend on them what
they deserve. The reality of what happened was, after the two martyrs
reached the designated place, the entry team moved away from the oil
field and the martyrs exploded in the field, devastating completely
the administration room, half of the cooling room and other places,
and this was not done except with the support of Allah, for it was all
conducted within 15 minutes. We then left the city of Abqaiq despite
its small area, knowing that there are only two official roads, both
of which have a 24 hours check points! Verily all praises and thanks
be to Allah, for making it possible for us to enter and leave Abqaiq
city within this short time.

Voice Of Jihad: The authorities claimed they reached the Mujahideen at
Yarmuk safe house detected by a surveillance jet but they later
claimed that it was through internet and that the Muntada
administration gave them the address. What is the truth of this?

Al-Humaidi: My brother the whole is widened and the authorities had
lied and it is clear for all those with two eyes to see, that they are
far weaker than what people think they are. They only engage in this
kind of deception to please their cross worshipping Masters and to
show that they are inflicting damages on the jihad! The real facts are
as follows:

After our return to the city of Riyadh, which was completely based on
studied military tactics, only three days after the blessed
expedition, the safe house where only five brothers were present that
day was surrounded by thousands of soldiers. A fierce battle ensued,
with a large number of the soldiers injured, so many that the Hospital
(Peace Power) was filled and so many could not get beds but sat on the
floor. And now the false leaders claimed that it was done by jet! This
is indeed a grave lie and heresy because we took the necessary
precautions and also, we were monitoring the movement of the jet very
well on our return to Riyadh and there wasn't any.

This and their other lies are just to cover up their disgrace for the
cross worshipper's pleasure.

Their claim of follow up through the internet is a big lie also. Who
is so foolish to release information from where it is taking place?
And the process of releasing information through the net passes
through a number of secret steps. And with all praises and thanks to
Allah, your brothers in Al-Qaeda Network in Arabian Peninsula, are
using the most current means of coverage and broadcast to break down
the city of darkness in the Arabian Peninsula caused by their (the
authorities) attempts to cover the truth from the sons of the
Peninsula.

With respect to the brothers in the Hesbah administration, by Allah,
we do not know of them except goodness. Them and the other brothers in
Muntada Al-Ekhlas, Al-Boraq, Al-Jabha International, Majmu'ul Ansar,
and others alike, whom have given and are is still giving the
Mujahideen many services and some had been helping for so many years,
since the time of Sheikh Yusuf Al'Oairy and Commander Abu Hajir Abdul
Azis Al-Muqrin, may Allah accept them. So do not be afraid as far as
this is concerned. Thanks be to Allah, we do take every measure
necessary and above all, the remembrance of Allah and prayers, which
is the weapon of the believer.

They showed the picture of two burnt vehicles after the expedition,
one of them, the jeep, was used in the operation and was driven by our
brother Fafd Al-Juwair, may Allah accept him.

Voice Of Jihad:Good, what about the video tape released by the Saudi
government showing the specific preparations of the Abqaiq expedition
and also the uncovering of weapons and video tapes found in the
depository?

Al-Humaidi:I do not know why this momentous information being exposing
the depository and the false leaders' announcement that many weapons,
recordings and five brothers were seized. This is indeed an
exaggeration and lie. The weapons they are talking about simple ones
anybody can buy from the market place or can make the likes of within
a day and night. Why then is this information even significant? And
from there, they also claimed seizing many video films, and this is a
lie and heresy. The seized films are those shown, among them one that
had the brothers planning including Commander Fahd Al-Juwair, may
Allah accept him, Muhammad Al-Ghais, Abdullah Attuwaijiri and others
masked, and this video was with the brothers at the safe house.

The names of the Mujahideen wearing masks were not correct as given.
And this is one of the big disgraces of the false leaders; the gadgets
and the five brothers said to be captured is nothing other than a lie
which is far from being true. Whoever is following up on events and
the downfalls of the false leaders knows how far-reaching their lies
and deviations against the Muslims really are.

Russia unable to tap science for profit

UFA, Russia: Being a star engineering student at the top-notch science university here was not enough to exempt Viktor Gordeyev from physical education classes.

Gordeyev, a specialist in airplane piston engines, sweated it out with everyone else, running laps in lumbering, heavy infantry boots as a drill sergeant barked out commands in the foothills of the Ural Mountains.

He vowed to find an easier way. And he found one — or at least came close.

Gordeyev invented a gasoline- powered boot that looks like pogo sticks strapped to your shins. It works on the principle of the air-cushioned basketball shoe. But rather than being dismissed as a crackpot invention, his boots, which use tiny pistons, became classified as a Russian military secret until 1994.

Now, they have been held up as a symbol of both Russia's deep and rich scientific traditions and the country's utter inability to convert that talent into useful — and commercial — merchandise, except in the weapons business. The Russian edition of Popular Mechanics magazine argued that the unsuccessful attempt to commercialize the shoes is a symbol of this country's failure to tap its considerable scientific talent for profitable business ideas.

Just last month, President Vladimir Putin implored the country's most prominent businessmen to invest in innovation and science as a way to diversify away from dependence on oil, the unsteady source of Russia's recent prosperity.

German Gref, the minister of economic development, often says Russia's scientific base distinguishes it from emerging-market economies like India, China and Brazil, which Russia is often compared to. But others, including journalists at the Russian edition of Popular Mechanics, see the attempt to commercialize the shoes — which have helped people clock speeds of more than 30 kilometers per hour, or around 20 miles per hour, albeit at considerable risk of tripping — as a symbol of this country's failure to tap its considerable scientific talent for profitable ideas.

The strange story of Gordeyev's invention also highlights the obsession with military secrecy and the dearth of venture capitalists that make it difficult for Russia to tap this talent pool — or channel the talent into making marketable products.

First conceived in 1974, Gordeyev's simple plan for running faster and jumping higher without getting tired became a military secret, as generals envisioned soldiers running swiftly and effortlessly alongside armored vehicles.

It became declassified in 1994, and Gordeyev and his partners imagined growing rich by selling their invention to a lazy public. Instead, they went bankrupt last year.

Like the boots themselves, Russian scientists still are trying to gain traction in the capitalist world. A company in Saratov making a novel transport airplane with no tail, dubbed the "flying saucer," never got off the ground. Russian programmers, successful in Silicon Valley, are best known for hacking at home.

Meanwhile, natural resources account for 80 percent of Russia's export revenue; crude oil and natural gas alone account for 65 percent.

To encourage foreign companies to invest in cities rich in scientific talent, Gref's ministry is setting up technology parks with tax breaks in St. Petersburg, Moscow, Nizhny Novgorod and Novosibirsk.

In perhaps a populist move, Boris Gryzlov, the speaker of Parliament, said last week that his political party, United Russia, should help Russian inventors find markets for their ideas.

The party's program is called "The Idea Factory." Like so much else in Russia these days, it envisions a big role for the Kremlin in venture capital; some 30 party committees would recommend scientists for state grants.

"Industrialists do not take risks," Gryzlov said in an interview with the business newspaper Vedomosti published Feb. 26. "The technology boom in Japan began when the government started buying patents for inventions and pushing them into production."

But in spite of the rich traditions, the government spends far less than China on research, according to Russian figures. The Chinese government, for example, allocated $20 billion to its Chinese Academy of Sciences in 2006, compared with a subsidy of $1.1 billion in Russia, according to Aleksandr Nekipelov, vice president of the Russian Academy of Science.

"We need to decide what kind of country we want in the future" and decide how much to spend, Nekipelov said in an interview with the newspaper Gazeta.

Brain drain remains a problem, too. The American Business Association of Russian Professionals, based in Palo Alto, California, estimates that 4,000 highly trained Russians work in the Silicon Valley of Northern California.

For now, though, the boots of Ufa remain a curiosity, without the wider distribution their owners hoped for.

"Everything that would happen in an engine happens when you step down," Rustam Enikeev, dean of the faculty of internal combustion and a designer on the project, said of the boots at a recent demonstration.

A step down compresses air in the shoe, as in a typical sneaker. Then a tiny carburetor injects gasoline into the compressed air, and a spark plug fires it off. Instead of fastening a seat belt, the institute's test runner, Marat Garipov, an assistant professor of engineering, strapped on shin belts. Then he flicked an ignition switch.

Before running down a university corridor, he jumped in place a few times to warm up the engine. Garipov then ran laps for about 10 minutes, going at about 20 kilometers an hour, with the two-stroke boots emitting small puffs of exhaust.

A test runner once topped out at 35 kilometers an hour, in spite of the great danger of tripping.

The shoe's tanks hold one-third of a cup of gasoline each and will take the runner around five kilometers, or three miles; that means the boots can take you about 110 kilometers on a gallon, or 3.8 liters, of gasoline.

But even after years of research, gasoline-assisted running remains dangerous. "The worst situation is when the spark fires as the runner just lands, and the force of the blast is absorbed by his body," Garipov said.

The piston boots are a simplified internal combustion engine. They have no crank shaft to create circular motion as in an automobile engine. Instead, the piston punches straight down to push the boot — and whoever's foot is inside — into the air. The two powerful engines tend to throw a wearer off balance or cause knees to buckle.

First, the institute tried to interest the Soviet Army.

"We ran in the corridor of the general staff building, in front of the generals" and the minister of defense, Enikeev said. "They liked it, and were even a little frightened."

An order came down for the paratroop command to test the boots, and the design became classified. This gave the university access to government laboratories in Moscow, including those of the space agency.

What visions did the generals have for the boots? "We never discussed or analyzed this; it was not our business," he said. "We could only guess they might be used to cross mine fields" or to keep pace with military vehicles.

One result of the Russian space agency testing was a calculation that the energy required to move the one- kilogram, or roughly two-pound, boot at a run would exceed the energy input from the gasoline engine. That meant it was more tiring to run with the motorized footwear than without it, undermining the original rationale. Only if the weight of the boot could be reduced would the wearer have a net energy gain. So far they have failed at this.

The shoes were declassified in 1994. With capitalism sweeping over Russia, the inventors decided to market the boot. A former student, Anfis Saibakov, formed a company called Ekomotor to design a user-friendly version. He imagined people might want to commute in the boots, as they do on bicycles or in-line skates, or that using them would catch on as a sport. None of this happened.

When Saibakov demonstrated the boots at Disney World in Florida in 1998, safety came up as a concern, he said, and the company lacked money to fine-tune the product.

"They don't have characteristics that would allow an ordinary person to use them," Saibakov said glumly, admitting that running in the shoes would always mean "taking certain risks."

Unneeded cure spreads a deadly killer

SHYMKENT, Kazakhstan: For weeks now, Kanat Alseidov has been sitting only a few feet from the doctor who is on trial for prescribing a blood transfusion for his 2-year-old son, who had pneumonia.

Two months after receiving the transfusion, Alseidov's son, a ruddy, playful boy named Baurzhan who plays constantly with his twin sister, tested positive for HIV, the virus that causes AIDS.

"I couldn't understand why the doctor said my son needed a blood transfusion or he would get worse," Alseidov said.

Baurzhan's exposure to HIV was only the beginning of an epidemic that has engulfed Shymkent, an industrial, car-choked city along the Uzbekistan border. Since last summer, 93 children who were treated at a children's hospital in Shymkent have tested positive for HIV.

And as the trial has progressed, a possible reason why the doctor prescribed a blood transfusion to treat pneumonia has become increasingly clear: The parents of HIV-infected children in Shymkent allege that doctors charged each patient $20 for 415 cubic centimeters, or 14 ounces, of blood, splitting the proceeds with the local blood bank. A profit of as much as $10 on every transfusion may not sound like much, but it is a considerable amount in a country where doctors' salaries begin at $175 a month.

Many doctors and patients in Russia and Eastern Europe, Central Asia and parts of China and India believe that infusions of fresh blood can fortify a healthy body and remedy diseases that are not blood related, Western doctors with extensive experience in the region say. While pervasive corruption encourages many unnecessary transfusions, patients also frequently demand transfusions, which they associate with modern health care.

As a result, Western health experts say, local doctors prescribe tens of millions of unnecessary transfusions throughout the developing world, putting people at heightened risk of contracting AIDS or other diseases transmitted in the blood.

"It's dumb medicine," Max Essex, chairman of the Harvard AIDS initiative and professor at the Harvard School of Public Health in Boston, said in a telephone interview. He said that a measure taken in the United States in the late 1980s, "even after HIV blood tests were available was to drastically cut down the number of blood transfusions given."

"In that region of Asia," he said, "there has been a tremendous expansion of the HIV epidemic. Even if they were doing the state of the art testing there is big danger in overusing blood transfusions."

All of these factors seem to have converged on the children of Shymkent. One 8-month-old boy received 25 unnecessary blood transfusions, according to court documents. The boy's transfusion regime was halted only last summer when he was diagnosed with HIV.

The situation in Shymkent raises echoes of another noteworthy legal case involving the spread of HIV through tainted blood: Five Bulgarian nurses and a Palestinian doctor have twice been sentenced to death in Libya after being judged guilty of infecting more than 400 children. The case has dragged on for nearly eight years.

Speaking about the transfusions in Shymkent, Michael Favorov, an epidemiologist and Central Asia program director for the Centers for Disease Control and Prevention, based in Atlanta, said simply: "It's insane."

Favorov headed an extensive medical investigation by the agency, which identified transfusions of tainted blood as the source of the Shymkent outbreak. "This kid needed no blood," he said, referring to Baurzhan Alseidov.

Kanat Alseidov, the father, said that doctors had told him that no family member could provide the blood, so he went to a private blood bank. He said he had been told at the blood bank that the doctor would receive half the $20 price for the blood.

"Our hospitals are like a factory line," Alseidov said. "The doctors sometimes take not even $10 but they make their money from volume."

Doctors say that their low wages force them to search for ways to generate additional revenue. "Salaries are very low and even increases don't make a difference because of inflation," said Amangeldy Shopaer, deputy chief physician at the Shymkent Infectious Diseases Hospital, where the infected children have received treatment.

Families of the infected say government neglect has compounded their predicament. They say health officials have refused to regulate blood banks or police doctors who routinely prescribed blood transfusions to make a profit. "It's not popular to blame the government but the evidence is clear," said Alseidov, the father of the child who originally had pneumonia. "Veins are not garbage bins."

Families of HIV-infected children are often forced to move to seek anonymity after being ostracized by friends and neighbors. More than half the fathers of HIV-positive children have left their families, according to members of the families attending the trial.

Despite the detailed study by the U.S. agency, Shopaer maintained that the cause for the outbreak remained "not concretely known" and defended the practice of ordering blood transfusions for illnesses unrelated to the blood, including pneumonia. "In some cases it is required. It depends on what kind of pneumonia."

Frequent blood transfusions put people in developing countries especially at risk because of galloping rates of HIV infection.

The biggest HIV epidemic in the region is in neighboring Uzbekistan, which straddles major drug-trafficking routes and where the number of reported HIV cases has more than doubled since 2001 to 31,000, according to the World Health Organization. Kazakhstan may have three times its officially stated number of 7,000 HIV cases, according to the most recent statistics compiled by Unicef.

The Kazakhstan government has responded to the outbreak by firing the health minister and breaking ground on a planned pediatric AIDS facility in downtown Shymkent.

Small outbreaks continue to haunt the developing world, however, especially the former Soviet Union, where corruption in the medical system is rampant and belief in the remedial powers of new blood runs deep. Russia alone has reported more than 200 outbreaks of HIV associated with unnecessary blood transfusions.

"We have been screaming and yelling since 2002, but there is limited funding to address the problems," Favorov said, adding: "Unfortunately before you see the thunderstorm" nobody wants to open an umbrella.
