I know: a few billion here or there; pretty soon you're talking about
real money. The problem is: it is real, and it's
ours and it is being squandered on institutionally corrupt governments who siphon off as much as they want without effective oversight, and then turn around and accuse the US of being the evil source of all the world's problems.
If that's the way they want it, then **** 'em. I say, let's cut off all foreign aid right now - and tell all the yapping little Chihuahuas, and the half-pint tinpot Generalissimos with the bad mustaches to go piss up a rope.
