You might learn something beyond a one-sentence slogan.

Funny, coming from you.

Giuliani’s budgets did not grow faster than the economy that was supporting them

Thanks for the red herring. Rudy repeatedly skyrocketed expenditures well beyond inflation rates. Rudy expanded city payrolls after pretending he would reduce them. Your attempt at an argument seems to be that he only gorged himself because the economy made it possible to do so. That's a fiscal conservative?

I give you this, as pathetic as your argument is, it's more than the other Rudy shills attempted.

I'll give you a D-.

You need to learn to study what you read. Try again.

...city tax cuts enacted during his tenure, along with the general improvement in the city’s quality of life, contributed to some of the strongest economic growth New York has experienced over the last 54 years. The culmination of this positive trend came in 1999 and 2000, when New York City outpaced the nation’s private sector job growth rate for two consecutive years - the first time that ever happened in a post-World War II economic expansion.

Tax cuts leading to job growth and economic expansion. This is prima facie evidence of fiscal conservatism.
