He didn't accept the premise. He merely argued that way to show the fact that if Bore and the DemocRAT hack "scientists" (who are helping him set himself up for another run for the presidency) really believed their own rhetoric they wouldn't be advocating a carbon tax on the American people, or instituting a cap on carbon without the participation of nations like China and India.
Who other than their useful idiots would believe they were being serious and wouldn't find their "solutions" to be "similar to a doctor telling an overweight, sedentary chain-smoker to wear a seat belt."
