Coalition Forces Capture 18 Suspected Terrorists in Iraq

WASHINGTON, April 13, 2007 – Coalition forces captured 18 suspected al Qaeda terrorists this week, while Iraqi forces took the lead in operations throughout the country, detaining five suspects, military officials report.
— During an operation in Karmah this morning, coalition forces captured six men with suspected involvement in recent car-bomb attacks operations against Iraqi and coalition forces.

— Five suspected terrorists with links to recent car-bomb attacks against coalition forces in Mosul were captured today, officials said.

— A raid east of Amiriyah resulted in the capture of one suspected terrorist with known involvement in transporting al Qaeda senior leaders.

— Forces also captured two suspected foreign fighter facilitators in Baghdad.

Elsewhere in Iraq, insurgents attacked Iraqi civilians with mortars yesterday, injuring seven in an area south of Baghdad. Military officials said Iraqi police heard the explosions and immediately assisted injured citizens by evacuating them to a local hospital.

In other operations this week, Iraqi police forces conducted an early-morning mission April 11 in Anbar province, capturing two suspects believed to be involved in insurgent activities.

With coalition advisors present for support, U.S. officials report that Iraqi forces raided a residence in the village of Kubaysah and captured individuals allegedly responsible for planning and building improvised explosive devices containing chlorine.

Iraqi special operation forces conducted an air assault April 11 outside of Fallujah, capturing two suspects believed to be involved in insurgent activities. With coalition advisors present for support, the Iraqi forces conducted the air-assault raid northeast of the city, capturing their primary targets without incident. Five other suspicious individuals present during the operation were detained.

One of the targeted suspects detained is believed to be a member of a terrorist organization named the Islamic Army and part of an improvised-explosive-device cell operating out of Fallujah, military officials reported. The other suspect is believed to be with the cell and responsible for emplacing IEDs specifically targeting coalition vehicles.

“Coalition forces continue to target terrorists regardless of where they may hide or operate,” Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman, said. “They will be identified, captured and prosecuted for their crimes.”

ARTICLE SNIPPET: “Truck drivers in Illinois are helping the state to combat the threat of terrorism.

More than 16,000 truckers are part of the Illinois Highway Watch program, a national homeland security effort aimed at training truck drivers to spot suspicious activity on state roadways.

“Homeland security begins at home,” said Mike Chamness, chairman of the Illinois Terrorism Task Force. “The Highway Watch is a good example of the role that citizens can take in protecting our state and our country.”

The Illinois Terrorism Task Force is responsible for assuring that Illinois is prepared to respond to an act of terrorism.

The Task Force joined with the Illinois Trucking Association and the Midwest Trucking Association in March 2004 to begin enlisting drivers to serve in the Highway Watch program.

Since then, thousands of people have undergone training to recognize potential terrorist activity.

The training program is facilitated by the Illinois Department of Transportation and takes two to three hours to complete, said Mike Claffey, Illinois Department of Transportation spokesman. Truck drivers, as well as school bus drivers and state highway workers, undergo online instruction to sharpen observational skills and to learn how to report security concerns to law enforcement through a nationwide hotline.”

“School bus drivers learn to fight terrorism”

ARTICLE SNIPPET: “CAMERON — Pam Brown has closed her school bus doors in the face of a drunk trying to hitch a ride. She has kicked off two high school students using her bus as a place to skip school.

If a terrorist tried to board her bus, she said, she’d “run him over.”

That’s not exactly standard procedure for Moore County schools, but training school bus drivers in how to avoid a terrorist takeover is.

In February, more than 100 bus drivers took part in School Bus Watch, an anti-terrorism training program supported by national transportation organizations and the Department of Homeland Security.

The two-hour course teaches bus drivers how to identify suspicious people, packages and circumstances that could lead to a terrorist takeover or another criminal act.

Drivers who complete the course are issued a special identification number they can use to report incidents to the Highway Watch Call Center, a national call center that analyzes threats.”

New explosion rocks Casablanca

Two suicide bombers have set off their explosives in the centre of Casablanca, police in Morocco say.
The police are quoted as saying the bombers killed themselves, but there were no other casualties.

Saturday’s blast comes days after three suicide bombers blew themselves up and a fourth was shot dead in the city.

The three were wanted in connection with a 11 March bombing at an internet cafe in Casablanca.

Vietnamese Authorities Continue to Arrest and Torture House Church Degar Christians

SPARTANBURG, SOUTH CAROLINA (ANS) — Five men and one woman have been beaten and imprisoned for refusing to join the officially-sanctioned Vietnamese government church.
The Spartanburg, South Carolina-based Montagnard Foundation (MFI), which is dedicated to the preservation of the Indigenous People of the Central Vietnam, says the Vietnamese government is continuing to use its religious reform laws as a means of control. The five men and a mother were taken to a police station where they have been severely abused.

MFI is calling on the US State Department to reconsider placing Vietnam back on the ‘Country of Particular Concern’ (CPC) watch list of nations which are the most egregious violators of religious freedom.

MFI is also calling on concerned Embassies, the Red Cross and other international humanitarian agencies “to try to urgently ensure medical attention is given to the victims who are still in prison and seek to get medical help to hundreds of the other Montagnard prisoners inside Vietnam’s prisons who suffer abuse and maltreatment.”

The organization is asking concerned Embassies and the international community “to urgently demand Vietnam to release the prisoners still in custody and to release all 350 Degar Prisoners as identified in the Human Rights Watch report of 14 June 2006.” (See: www.hrw.org/english/docs/2006/06/14/vietna13542.htm)

Furthermore, the group is requesting that concerned Embassies and the international community “pursue a permanent humanitarian presence in the Central Highlands by US, UN and international NGOs in order to address the underlying causes of the persecution of the indigenous Montagnard Degar peoples.”

BEATEN UNCONSCIOUS AND IMPRISONED: UNABLE TO EAT

MFI reports that on 5 April, a Degar Christian named Siu Eng (age 38) from the village of Plei Hluh was arrested in his home at approximately 6:30 am by two Vietnamese security police named Vu and Chung.

In a media release, MFI says: “The reason for his arrest was that he’s a layman of a house church at his village who refused to join the official government recognized church.”

According to MFI, the security police took him to the police station at Ia Grai district and beat him mercilessly using karate techniques, punching and kicking him over his body until he became unconscious.

“Siu Eng’s relatives visited him on 7 April and they saw his swollen face and battered body covered with blood. They burst into tears and used a handkerchief to wipe the dried blood from his face. He told them he was beaten repeatedly and had bled from his nose and ears. His family brought him food but he was unable to open his mouth from pain and was only able to feed him liquid soybean milk. Siu Eng is still imprisoned at the prison facility in the district of Ia Grai and the condition of his health is unknown,” MFI said.

Also on 5 April, a Degar Christian named Rahlan Piom (age 31) from the village of Plei Com, was also arrested (as Siu Eng above) at approximately 6:30 am but by different security police (names unknown).

“The reason for the arrest was that he was a layman for his house church at his village who refused to join the official government recognized church,” MFI said.

“The security police took him to the police station at Ia Grai district and tortured him in the same way they did to Siu Eng. The security police mercilessly beat him using karate techniques, boxing, and kicking him until he became unconscious. He was bruised and battered and covered in blood from the beatings. His family visited him on April 7 and cried out loud when they saw his battered face.

“They brought him food but he was barely able to open his mouth still suffering from the beatings. Rahlan Piom is still imprisoned at the prison facility in the district of Ia Grai and the condition of his health is unknown,” MFI reported.

BEATEN UNCONSCIOUS: ATTEMPTS TO BREAK HIS EARDRUMS

A Degar Christian named Rahlan Pyap (age 32) from the village of Plei Hluh, on March 11 received an order from the Vietnamese security police of Ia Grang commune to attend their office.

MFI said: “When Rahlan Pyap arrived at the police station around 10 am that day the police grabbed him and pushed him into a car and drove him to the police station in the district of Ia Grai. Here, the security police told Rahlan Pyap that he must follow the government recognized religion of Siu Kim and Rcom Boi or they will severely punish him.

“He refused and the police began striking him with their fists and slapping his ears trying to break his eardrums. They also beat his face, abdominal region and kicked him all over his body until he became unconscious. The police repeatedly tortured him in this manner numerous times until he was released on 23 March.”

On the same day another Degar Christian named Rcom Mrin (age 47) from the village of Plei Khop, was ordered by the Vietnamese security police of the Commune of Ia Grang to attend their office.

“When Rcom Mrin arrived at the police station around 10 am that day the police grabbed him and pushed him into a car and drove him to the police station in Ia Grai district. Here, the security police told him that he must follow the religion of Siu Kim or Rcom Boi or he will be severely punished,” the MFI statement said.

Rcom Mrin refused and the police began beating him with their fists and also slapping his ears trying to break his eardrums, MFI said. He was beaten on his face, his abdominal parts and kicked all over until he was unconscious. MFI says that Rcom Mrin is still imprisoned at the prison facility in the district of Ia Grai and the condition of his health is unknown.

Rmah Hlip (age 37), also a Degar believer, who is also from the village of Plei Hluh was summoned by the security police to attend their office at Ia Grang commune, MFI says.

MFI reports that when he arrived at the police station around 10 am, the police grabbed him and pushed him into a car then took him to the police station in Ia Grai district. Here, the security police told him that he must follow the religion of Siu Kim or Rcom Boi or he will be severely punished. “Rmah Hlip refused and the police began beating him with their fists and also slapping his ears trying to break his eardrums. He was beaten on his face, his abdominal parts and kicked all over until he was unconscious. He is still imprisoned at the prison facility in the district of Ia Grai and the condition of his health is unknown, the MFI report explained.

HOUSE CHURCH MOTHER AND 6 YEAR OLD DAUGHTER IMPRISONED

A 28-year-old Degar woman named Rahlan H’Per from Plei Com village, was summoned by the communal security police to meet with a provincial police officer at the communal police station.

MFUI says that at around 10:00 am, Rahlan H’Per arrived at the communal police station and she was grabbed by a Vietnamese police officer named Minh who took her to the police station in Ia Grai district.

The MFI report says: “The Vietnamese police questioned Rahlan H’Per as to whom she was communicating with in America and she replied back by saying that she only kept in contact with her husband. The Security Police warned her that if she doesn’t follow the official Church she will be placed in jail. She remained silent and was right away taken to prison in the district of Ia Grai.

“The next morning her mother and 6- year-old daughter came to the prison to see her. The security police then took her 6-year-old daughter and also put her in the prison cell with her mother and kept them both there for six days until they were released on 16 March.”

BACKGROUND TO DEGAR CHRISTIAN PERSECUTION

The indigenous Degar Peoples (known under the French colonial term “Montagnard”) have suffered decades of persecution by the Vietnamese communist government, namely; confiscation of their ancestral lands, Christian religious repression, torture, killings and imprisonment.

To date over 350 Degar prisoners remain in Vietnamese prisons for standing up for their human rights, for spreading Christianity or for fleeing to Cambodia and many have been subjected to electric shock treatment and torture as well as being withheld food and medical care.

The authorities continue to persecute members of the Christian House Church movement and in many cases have killed prisoners by deliberately beating them causing internal organ damage. Throughout the Central Highlands, the Degar population suffers abuses committed by soldiers and police.

A Vietnamese Government Document form the Central Bureau of Religious Affairs, dated Hanoi, 2006 says: “Those who are hostile and extremely resistant treat them severely and publicly denounce them to the citizen explaining their activities of destroying the country, dividing the ethnic groups, and their other illegal actions.”

Worldwide Caution

April 10, 2007

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated October 11, 2006 and expires on October 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. The bomb attacks targeting buses carrying foreign workers in March 2007 and December 2006 in Algeria, a series of bombings in Thailand in May and September 2006 that targeted commercial and tourist destinations in the far south, and the bombings in the the Egyptian resort town of Dahab in April 2006 all illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the vehicle-based suicide attack on an oil facility near Mukalla and Marib in Yemen in September 2006 and the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 are such examples.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov .

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. A massive forgery operation in Markham provided thousands of people across Canada with university diplomas, student visas, passports, driver’s licences and other phony documents, York police allege.

On March 6 officers were investigating thefts of air bags and other property from vehicles in the Kennedy Rd. and Steeles Ave. E. area when they spotted suspicious individuals who later led them to the alleged “fraudulent document factory” at a house on Eastpine Dr., police said.

“Good police work means being in the right place at the right time,” Chief Armand La Barge told a press conference yesterday. “And that is certainly true in this case.”

The next day officers seized diplomas and transcripts from schools across Canada, as well as the rubber stamps, stationary, printers, computers and other equipment used to make the forgeries. Four men and one woman, all here on student visas from China, were taken into custody at the home.

Investigators believe the operation has been running for several years.

The operation even advertised online with a list of the documents offered and a price guide, police said. Assorted visas were allegedly being sold for as little as $1,500, and for $3,000 a person could obtain “education qualification” papers signed by a notary public with grades posted on the web.

Charged are Ruiqiong Zhong, 26, Yan Shen, 25, and Jie Xu, 23, all of Markham, Zhaoyang Wang, 23, of Scarborough, and Yuanxia Zhu, 23, of Vaughan.

RABAT, Morocco - Two brothers strapped with explosives blew themselves up near an American cultural center in Casablanca Saturday, and police arrested another three suspects — including one wearing an explosives belt — hours later, an official said.

The attacks came just days after three suspected militants blew themselves up as they were cornered by police in Casablanca, and al-Qaida claimed suicide car bombings in neighboring Algeria that killed 33 people. The attacks have stoked new fears of Islamic terrorism in North Africa — especially in Morocco, long known for its stability.

The Moroccan and Algerian governments have not addressed an al-Qaida link or inspiration in the bombings earlier this week. Both countries have allied themselves with the United States in its fight against terrorism.

Saturday’s two bombers detonated their explosives in the middle of a boulevard that runs behind the American cultural center, killing themselves and wounding a woman, the official said, adding that the three suspects were arrested in the neighborhood, which is also home to the American Consulate and a synagogue.

After the arrests, a second explosives belt was found beside an upscale hotel in the same neighborhood struck by the bombings, the Interior Ministry official said on condition of anonymity, citing ministry policy.

The official said the belts linked the bombers with three men who blew themselves up in Casablanca on Tuesday after being cornered by police. A police sniper shot and killed a fourth man who authorities said appeared to be preparing to detonate a bomb.

The official MAP news agency reported, meanwhile, that police had arrested the leader of a group responsible for the Tuesday suicide bombings and another last month in a cybercafe in Casablanca, Morocco’s largest city.

It did not identify the suspect or say when the arrest took place. The agency said hideouts where explosive devices were put together also had been uncovered, along with identities of members of the group now being sought.

The ministry official identified one of the bombers who killed himself Saturday as Mohamed Maha, born in Casablanca in 1975. He was not previously known to police. The second man was later identified as his brother, Omar Maha, born in 1984 in Casablanca — and wanted in the earlier explosions, MAP reported.

On Wednesday, 33 people were killed and more than 200 were injured in al-Qaida-claimed suicide car bombings in neighboring Algeria that targeted the prime minister’s office and a police station.

The U.S. Embassy warned of possible new attacks in Algiers on Saturday. In a statement, it said attacks could strike near the central post office and the ENTV national television headquarters. It did not cite a source for its information.

Algerian authorities have identified one of Wednesday’s three reported suicide bombers who drove the cars laden with explosives, state radio and television reported.

The French-language daily Liberte identified the bomber as 23-year-old Bilal Oudina, who has been jailed three times for crimes linked to drug trafficking. It did not cite sources for its information. The paper said he began to pray and frequent Islamist circles six months ago and disappeared from his neighborhood three months ago.

Moroccan investigators have not uncovered links between the Casablanca and Algiers bombings, but Interior Minister Chakib Benmoussa has said “we don’t rule it out.”

Al-Qaida in Islamic North Africa claimed responsibility for the Algeria attacks, posting pictures, names and details about the bombers on an Islamic Web site known as a clearing house for extremist groups’ material. The site said the man who attacked the prime minister’s office, identified as Mouaz bin Jabl, used 1,500 pounds of explosives. Last month, a suicide attack at a cybercafe in Casablanca killed the bomber and injured four others.

The Muslim kingdom of Morocco has long been known for its stability despite the violence in neighboring Algeria. But in May 2003, five suicide bombings around Casablanca killed 45 people, including a dozen bombers.

Authorities launched an unprecedented crackdown on suspected militants, arresting thousands of people, including some accused of working with al-Qaida and its affiliates to plot attacks in Morocco and abroad.

Two Montreal men have been accused of a raft of attacks against the city’s Jewish community, including the firebombing of a Snowdon community centre that police are treating as a hate-related crime.
Omar Bulphred, 21, and Azim Ibragimov, 23, appeared briefly in Quebec Court on Friday to be arraigned on charges stemming from incidents that began last fall. Both were denied bail....

In addition to their alleged roles in a rash of firebombings, the two are accused of conspiring to commit kidnapping and armed robbery. But it’s not known who or what their potential victims were.

The pair were arrested Thursday morning and questioned. The investigation did not turn up links to any terrorist or hate groups, said Constable Christian Emond, of the Montreal police fraud and arson squad.

“What we can say is that the crimes are hate-related, however,” he said....”

ARTICLE SNIPPET: “LOS ANGELES (AP) - The former Symbionese Liberation Army fugitive who hid for years by posing as an ordinary housewife had a year restored to the sentence she is serving for trying to bomb police cars.

In 2001 Sara Jane Olson, formerly known as Kathleen Soliah, pleaded guilty and was sentenced to 14 years in prison for attempting to bomb police cars in 1975 with the SLA, the group best known for kidnapping newspaper heiress Patricia Hearst.

The state Board of Prison Terms had reduced Olson’s sentence by a year. But the state Attorney General’s Office appealed that decision and an appeals court panel restored her full sentence Thursday. It ruled a lower court had not followed proper procedure when it allowed Olson to appeal her sentence.

Olson also pleaded guilty in 2003 to second-degree murder in connection with the 1975 shooting death of a customer during a bank robbery in Carmichael, near Sacramento. She is serving six years in that case.”
