Reagan was not the President and you think he had this power?

Even if it was signed, it was invalid since he was not authorized to make it work.

Sounds like you got your information from someone who wanted to put a black eye on Reagan.

He had no authority. Whether he signed some document or not, he was not President.

I think someone else did the signing.

The only real debate here is whether the hostages were released after Reagan was inaugurated. If not, he did not have the power to enforce anything.
