He promised strict Constitutionalists despite appointing almost exclusively liberal judges in New York and is now trying to redefine what a strict Constitutionalist is. He has flip-flopped on partial-birth aborton, which as mayor he opposed banning.

Moreover, he wants to portray himself as a fiscal conservative when he spent so much money in the last five years as mayor that New York ended up being saddled with the second-highest debt in the nation other than Federal deficit.

Mmmmm.

I get a different story when I GOOGLE Giuliani's budgets as mayor...here's one:

"Mayor Rudolph W. Giuliani said today that the disciplined fiscal strategy of the past five years has resulted in the largest revenue surplus in the City's history. In releasing New York City's 1999 Executive Budget, the Mayor said that the $2 billion surplus will help reduce the out-year gaps to keep the City fiscally sound, cut taxes in order to increase private sector job growth, and increase spending in strategic areas to improve the quality of life for all New Yorkers."

Here, see for yourself.

Now, 9/11 put an incredible strain on NYC's budget, which may have eaten up the surplus, but that has no bearing on whether he is a fiscal conservative or not.
