I think it really means without intent. Most accidents are caused by people who didn’t mean to do what they did, but they’re still responsible civilly, if not criminally. An act of God would cover something that’s no one’s fault.
Agreed, it is the impression given by the MSM that I’m against. Like, icy roads cause accidents. That sort of thing.
