There should be a regulation in force already that all passengers in state-owned vehicles must buckle up, and the designated driver can’t start the vehicle until he/she verifies that all passengers are buckled up. It was that way in my federal workplace.

As I recall, a convoy of New Jersey cops were busted for speeding in Virginia during their return home from Katrina. They too, are above the law in NJ. Right now I have only one gripe with the NJSP and that is that they'll close rapidly in an unmarked car and then tailgate.
If you're in a hurry, fine. Just hit siren or flash some lights a hundred yards or so before you're on my ass.
I've never had the Penna Troopers do anything like that.
It's not a good public relations move for the NJSP.

Democraps don't get fined. The law doesn't apply to them. Will the trooper be forced to resign? Driving a government vehicle with a passenger in the right front seat and NOT WEARING A SEAT BELT?
Will Corslime sue the driver?
Didn't the State Police have a concerted effort a couple of years ago to make it a primary offense? Or was that only for others?

Is your Daddy a public official that needs to set an example? Is age the excuse NOT to set the example as a public official? How does one take Corzine seriously if he doesn’t follow LAWS for all people in the state of New Jersey?
