Europe's bio-threat readiness questioned

The EU must work much closer with its 27 national capitals and across the Atlantic to combat the growing threat of bio-terrorism, according to EU and US policymakers and scientists.

The European Commission aims to fire up discussion of the issue and prompt some solutions when it issues a consultative document on bio-preparedness in the coming weeks.

While Washington is pushing ahead with high levels of government spending and close public-private coordination to protect the US population against bio-attacks, policy in Europe still lacks focus and is splintered into separate national policies, despite universal concern among EU and national experts that their continent is highly vulnerable to attack. Pan-European research is just as fragmented, though current and forthcoming EU-funded projects aim to pull researchers in the same direction.

There is no policy coherence in bio-preparedness in general across Europe, whether the issue is one of vaccine production, security at bio- and virological laboratories or national immunization policies.

In March, Oksana Chelysheva, a leader of the Russian-Chechen
Friendship Society (RCFS), traveled to New York to meet with famed
Holocaust survivor and author Elie Wiesel. During a private lunch with
Wiesel and other human rights activists, Chelysheva described the
bleak environment for human rights organizations in Russia. The
meeting with Wiesel was an honor for Chelysheva, who said that she had
high hopes his attention to her group might help draw wider
international attention and support. But Chelysheva was also aware
that for now she would be heading back to Russia alone to fight for
her organization’s survival.

On a cold, wintry day in January, I met Chelysheva for the first time
after traveling to Nizhny Novgorod, a city eight hours outside of
Moscow where her organization is based. The group runs a news service
out of Chechnya and had recently been labeled a terrorist group for
its work documenting abuses in the province. Chelysheva was a close
friend of Anna Politkovskaya and told me that they had been about to
share with her their database on torture in Chechnya.

Chelysheva lives in an apartment block outside the center of town with
her teenage daughter, her mother and her father. She works long hours
at the RCFS, logging up to seven days a week. In her warm apartment,
she made me coffee and told me about her friendship with Politkovskaya
and her feelings of shock and outrage over her death. She says that
although she had known Politkovskaya for years, they had only recently
become close, bonded by their work in Chechnya and their roles as
single mothers.

Nizhny Novgorod was famous both for being the location of famed Soviet
dissident Andrei Sakharov’s exile and the place where much Soviet-era
military equipment was developed. For many years, the city was
completely closed to foreigners. Chelysheva says that it’s fitting
that her organization is based there, as it, too, has become a
dissident voice in Russia.

These days Chelysheva has a lot on her mind. The Russian government
has labeled her co-worker a terrorist, and her organization is under
direct attack. The pressure is unrelenting, and Chelysheva says that
the stress is starting to get to her. Worst of all, she says, is the
effect government repression is having on her daughter. Their phone
lines are often tapped, and Chelysheva says that she has received
threatening phone calls. Her daughter recently asked some close family
friends why her mother is being punished if she is doing good work.
“The problem is, I don’t know the answer to that,” Chelysheva told me.

But Chelysheva says that, although her group has been targeted, most
Russians don’t want to know about the atrocities happening in
Chechnya. “They know something horrible is going on there, but they
don’t want to know, because if they knew the details, they would have
to make their choice to get involved or not, to be responsible,” she
said.

And she is pessimistic about the future of Russia. “We are already in
our past,” she said. “It’s not just the time of the Soviet Union. It’s
not just the Communist Party who is in charge now. People who are in
power now, they belong to this military clique. What they are trying
to protect is their own self-interest. Right now, we are living in an
almost authoritarian state that is run by this military clique.”

Leaders like Chelysheva see their work as a true continuation of
Politkovskaya’s and view her death as a motivation to continue
exposing what is happening in Chechnya, no matter what the risks.
Despite the possibility of asylum in another country, Chelysheva says
she’s not ready to abandon Russia. Already, she and her colleagues
have managed to save their office equipment from being seized by the
government by selling it off to each other. They have also
reregistered their group in Europe under a new name and will continue
to operate in Chechnya and Nizhny Novgorod. “There is too much work to
be done,” she said.

FBI’s Mueller: Bin Laden Wants to Strike U.S. Cities With Nuclear Weapons

FBI Director Robert Mueller has told NewsMax that Osama bin Laden and his terrorist group desperately want to obtain nuclear devices and explode them in American cities, especially New York and Washington, D.C.

In an exclusive interview, Mueller also acknowledged that bin Laden is still active, though isolated. The director revealed that the Bureau believes the terrorist leader continues to communicate with al-Qaida cells, some of which remain in the U.S.

Mueller declined to say how often bin Laden communicates or to elaborate on the substance of his communications.

Other intelligence sources tell NewsMax that U.S. security efforts have forced bin Laden to return to “horse-and-buggy days” — avoiding electronic communications in favor of using trusted couriers.

But Mueller says though hemmed in, al-Qaida’s paramount goal is clear: to detonate a nuclear device that would kill hundreds of thousands of Americans.

In contrast to homegrown terrorists, al-Qaida is far more likely to be able to pull off such an attack.

Mueller admits the nuclear threat is so real he sometimes wakes up in the middle of the night worrying about that possibility.

“I think it would be very difficult to wipe out the United States, but you’d have hundreds of thousands of casualties from a nuclear device, depending on the size of that nuclear device,” Mueller tells NewsMax.

Hearing from FBI Director Mueller that bin-Laden wants to use nuclear weapons to attack American cities may be new news, but bin-Laden’s plans aren’t. Back in 2005, WorldNetDaily reported that according to captured leaders and documents Al-Qaida’s prime targets for launching nuclear terrorist attacks are the nine U.S. cities with the highest Jewish populations.

The series of attacks is designed to kill 4 million, destroy the economy and fundamentally alter the course of history.

At least two fully assembled and operational nuclear weapons are believed to be hidden in the United States already, according to G2 Bulletin intelligence sources and an upcoming book, “The al-Qaida Connection: International Terrorism, Organized Crime and the Coming Apocalypse,” by former FBI consultant Paul L. Williams.

The cities chosen as optimal targets are New York, Miami, Los Angeles, Philadelphia, Chicago, San Francisco, Las Vegas, Boston and Washington, D.C. New York and Washington top the preferred target list for al-Qaida leadership.

... Bin Laden’s goal, according to G2 Bulletin sources, is to launch one initial attack, followed by a second on another city to simulate the U.S. bombing of Hiroshima and Nagasaki. The optimal dates for the attacks are Aug. 6, the anniversary of the Hiroshima bombing, Sept. 11 and May 14, the anniversary of the re-creation of the state of Israel in 1948. No specific year has been suggested

A U.S. Federal Grand Jury in New York issued an indictment against Usama Bin Laden on Nov. 5, 1998, alleging that Bin Laden and others engaged in a long-term conspiracy to attack U.S. facilities overseas and to kill American citizens. Two of the countries that was included as being involved with Bin Laden was Iran and Iraq:

The indictment noted that Al Qaeda, Bin Laden’s international terrorist group, forged alliances with the National Islamic Front in Sudan and with the government of Iran and with its associated group Hezballah to “work together against their perceived common enemies in
the West, particularly the United States.”

Additionally, the indictment states that Al Qaeda reached an agreement with Iraq not to work against the regime of Saddam Hussein and that they would work cooperatively with Iraq, particularly in weapons development.

According to the indictment, Bin Laden’s group also tried to recruit Americans to travel through the United States and the West to deliver messages and to conduct financial transactions to aid their terrorist activities. The indictment also states that Al Qaeda used humanitarian work as a conduit for transmitting funds to affiliate terrorist groups.

The indictment also claims that Bin Laden’s supporters purchased land for terrorist training camps; bought warehouses where explosives were stored; transferred bank accounts using various aliases; purchased sophisticated telecommunications equipment; and transferred money and weapons to Al Qaeda and affiliated terrorist organizations.

... The Grand Jury document, which usually does not provide a great amount of details in advance of a prosecution, also stated that Bin Laden and “others” tried to develop chemical weapons and attempted to obtain nuclear weapons components in 1993.

From these above reports, and others, we have compelling reasons for not allowing Iran to have a nuclear bomb. More recently, the famous reinsurance house Lloyds in the City of London was the venue for an important live terrorism debate conducted to assess risk to global business from Terrorism.

... The debate attracted some of the key figures in the field of terrorism, particularly in relation to the United Kingdom and we were treated to a rare insight into policy and strategy of the British political and security establishment at the highest levels in relation to terrorism....

A brief description of the latest developments which have taken place in the evolution of Islamic terrorism were highlighted and that Al Qaeda is not an organisation, but a movement, an ideology, which has increasing support among young muslims.

It was highlighted that Iran had detained several key Al Qaeda activists including a son and two wives of Osama Bin laden. This position of Iran may change if the West’s relationship with Iran deteriorates.

It was stated that the epicentre of Islamic terrorism has moved 1500 miles closer to the West from Afghanistan to Iraq and that if the allies withdraw from Iraq, they will have to return in 2-3 years time, because Iraq would be used as a launching pad for various global Jihadist groups to attack the West.

This was a point unanimously mentioned by all the speakers mentioned above. The participants were reminded that after the Russians withdrew from Afghanistan, the country became the home for numerous terrorist groups who were targeting the West.

... It was highlighted that Iran had detained several key Al Qaeda activists including a son and two wives of Osama Bin laden. This position of Iran may change if the West’s relationship with Iran deteriorates.

And there should be no doubt that the West’s relationship with Iran will continue to deteriorate as it moves closer to completing its development of a nuclear bomb and missiles to deliver it.

Radical Muslim Paramilitary Compound Flourishes In Upper New York State (And Elsewhere In The U.S.)

Jamaat ul-Fuqra, or “community of the impoverished,” was formed by Pakistani cleric Sheikh Mubarak Ali Gilani in New York in 1980. Gilani, who refers to himself as “the sixth Sultan Ul Faqr,” has stated his objective is to “purify” Islam through violence.

Which makes me more than a little curious to know why it, and many others like it, haven’t been shut down, and even more than alarmed at what apparently is not being done about foreign terrorist groups like Jamaat ul-Fuqra operating openly in our midst with apparent impunity:

Additional hamaats have been established in Hyattsville, Maryland; Red House, Virginia; Falls Church, Virginia; Macon, Georgia; York, South Carolina; Dover, Tennessee; Buena Vista, Colorado; Talihina, Oklahoma; Tulane Country, California; Commerce, California; and Onalaska, Washington. Others are being built, including an expansive facility in Sherman, Pennsylvania.

Before becoming a citizen of Islamberg or any of the other Fuqra compounds, the recruits - - primarily inner city black men who became converts in prison - - are compelled to sign an oath that reads: “I shall always hear and obey, and whenever given the command, I shall readily fight for Allah’s sake.”

In the past, thousands of members of the U.S. branches of Jamaat ul-Fuqra traveled to Pakistan for paramilitary training, but encampments, such as Islamberg, are now capable of providing book-camp training so raw recruits are no longer required to travel abroad amidst the increased scrutiny of post 9/11.

Even though Jamaat ul-Fuqra has been involved in terror attacks and sundry criminal activities, recruited thousands of members from federal and state penal systems, and appears to be operating paramilitary facilities for militant Muslims, it remains to be placed on the official US Terror Watch List. On the contrary, it continues to operate, flourish, and expand as a legitimate nonprofit, tax-deductible charity.

According to The Politics of CP, there seems to be a link between the Ikhwan and the Sufi terrorist Sheikh Syed Mubarik Ali Shah Gilani, founder of the Muslims of America and Jamaat ul-Fuqra. CP, as the premier online investigator of Jamaat ul-Fuqra, has discovered the apparent connections(hat tip - Vigilant Freedom):

Ikhwanul Muslimun is, in fact, listed in the IRS online database of “Charities & Non-Profits”. The organization is also listed on two websites listing presumably charitable organizations accepting car donations [here and here]. Interestingly, the address for Ikhwanul Muslimun corresponds to that of the Muslim Parochial School near Hancock [here and here].Records listing contact names for both Ikhwanul Muslimun and the Muslim Parochial School were then matched to the address of Islamberg, the headquarters compound of Muslims of the Americas (MOA). Incidentally, another “charity”, which isn’t listed with the IRS, called Hand-to-Hands Inc. is also based at Islamberg. It purports to be the “humanitarian and social welfare arm” of the MOA. International Quranic Open University is yet another arm of the group based in Hancock. MOA, which owns possibly two-dozen settlements like the one in NY throughout the US and claims several thousand members, is the primary front organization for a Pakistan-based Islamist militant group known as Jamaat ul-Fuqra.

MOA has a long history in Brooklyn. An address history search for the individual connected with Ikhwanul Muslimun showed links to addresses in Hancock, Deposit, and Brooklyn, NY among other locales. Another search linked the principal of the Muslim Parochial School to both Brooklyn, NY and Williamsport, PA where an MOA group used to operate.

Vigilant Freedom suggests that a connection between the Ikhwan and MOA comes as no great surprise.

There is ample evidence that Hizbullah — which is Shiite — is coordinating its efforts with various Sunni groups, including Al Qaeda. Why not extend the cooperative sphere to include Sufi terrorists? All of them share the common goal of exterminating the kuffar and establishing a worldwide Islamic government.

The Demonic Convergence which has formed in the last few decades is seizing the opportunity posed by Western decadence, weakness, and self-loathing. Sayyid Qutb, the great populizer of the Muslim Brotherhood, wrote in his 1963 book Milestones (Ma’alim fi al-Tariq):

The leadership of mankind by Western man is now on the decline, not because Western culture has become poor materially or because its economic and military power has become weak. Islam is the only System which possesses these values and this way of life.

More than forty years ago the premise was made clear: The period of the Western system has come to an end primarily because it is deprived of those life-giving values, which enabled it to be the leader of mankind.

To complete the Demonic Convergence, all that is necessary is the passive — or even active — assistance of the Left within Western countries. The doctrinaire Socialists, Marxists, Anarchists, and Deconstructionists are only too happy to comply, ready to assist with their own suicide.

In a nutshell, everyone and his grandmother has written on this story but the training compound of radical Islamists for training Islamic terrorists in upstate NY is still there, and Jamaat ul-Fuqra continues to be allowed to flourish throughout the U.S.

LONDON (AP) - The United States argued Thursday for the extradition of
a
radical Islamic cleric imprisoned in Britain, accusing him of
involvement in
a global conspiracy to wage terrorist attacks on the U.S. and other
Western
countries.

Abu Hamza al-Masri has been charged in the United States with trying to
establish a terrorist training camp in Oregon, conspiring to take
hostages
in Yemen and facilitating terrorist training in Afghanistan.

He is serving a seven-year sentence in Britain for fomenting racial
hatred
and urging his followers to kill non-Muslims.

“He advocated the defense of Islam through unlawful, violent and armed
aggression,” Hugo Keith, a lawyer representing the U.S. government,
said
during a hearing in a London court.

The hearing started a day later than scheduled because al-Masri was
recovering from an operation to remove a bone from the stump of one of
his
arms. He lost both arms below the elbows and an eye fighting the Soviet
occupation of Afghanistan in the 1980s. He now has hooks for hands, and
a
glass eye.

Al-Masri was arrested on an U.S. extradition warrant in May 2004, but
the
process was put on hold while he stood trial in Britain and then
appealed
his convictions.

In January, the House of Lords denied al-Masri permission to make
further
appeals, and his extradition proceedings went back on the agenda.

Al-Masri’s lawyer, Alun Jones, said the extradition application should
be
rejected because he believed some of the evidence against the cleric
was
extracted by torturing a defense witness.

Jones did not say where the alleged torture may have occurred but the
witness, Feroz Abbasi, was a former British Guantanamo Bay detainee. He
was
initially arrested by Afghan forces and handed over to U.S.
authorities. The
court heard that Hamza helped pay for Abbasi to travel to Afghanistan.

“The court ought to conduct here an inquiry,” he said. “There is
reasonable
cause to suspect this extradition request is founded in significant
parts on
evidence obtained by torture.”

Outlining the U.S. case, Keith said Hamza provided a satellite phone
and 500
hours of airtime to a group responsible for the 1998 kidnapping of 16
western tourists in Yemen. Four of the tourists died in a shootout
between
the abductors and Yemeni security officials.

Keith said the planned training camp in Oregon would have been used to
prepare recruits to “kill enemies of Islam” in Afghanistan, training
them in
weapons use, hand-to-hand combat and martial arts.

“The general allegation is that Mr. Hamza is a member of a global
conspiracy
to wage jihad against the U.S. and other Western countries,” Keith
said.
“Jihad carried out in numerous parts of the world - the U.K.,
Afghanistan,
Yemen and U.S.”

Keith also detailed another indictment that claimed al-Masri funded
travel
to Afghanistan for two men who pleaded guilty in April 2003 to plotting
to
set up the training camp in Bly, Ore.

If tried and convicted in the United States, Al-Masri, the former head
preacher at London’s Finsbury Park Mosque, would carry out the rest of
his
sentence in Britain before serving any prison term in the U.S.

WHO to investigate hepatitis vaccine deaths in Viet Nam


Viet Nam has suspended the use of a hepatitis B vaccine manufactured by
global leader LG group (the Republic of Korea), after 3 newborn babies
suddenly died following administration of the vaccine. The Health
Ministry
has immediately halted the use of the vaccine nationwide while they
ascertain the causes of the infants’ deaths. Since the vaccine is
distributed through the World Health Organization (WHO) channels, the
agency is embarrassed and says it will investigate the deaths.

Hepatitis B is a serious disease caused by a virus that attacks the
liver.
The virus, which is called hepatitis B virus (HBV), can cause lifelong
infection, cirrhosis (scarring) of the liver, liver cancer, liver
failure,
and death.

Hepatitis B vaccine is available for all age groups to prevent
hepatitis B
virus infection. Dr Do Si Hien, chairman of Viet Nam’s National
Vaccination
Programme, said that between 23 Apr and 7 May [2007], a total of 4
infants
went into shock after being given the vaccine. According to statistics,
usually only one case of hepatitis B vaccine shock is found for every
one
million people vaccinated against the disease, he added.

According to Hien, children under 12 months of age have been vaccinated
against hepatitis B under the national vaccination programme since
1997,
with the programme expanding to all regions of the country by 2003.
With
close to 1.5 million children being vaccinated annually, hepatitis B
vaccine has been used on millions of Vietnamese children to date. Hien
urged parents to remain calm, saying that these were extremely unusual
cases that related to only 2 batches of Hepatitis B vaccine
manufactured by LG.

WHO said it supports, as a precautionary measure, the nationwide
temporary
suspension of the drug produced by South Korea’s LG Life Sciences and
distributed in Viet Nam through a UN [United Nations] system. The
global
health body has also “recommended the temporary [suspension of
distribution] and use of specific lots of the Euvax B vaccine produced
by
LG because of these recent reports,” said WHO spokesperson Dida Connor.

Drugs from the same lots had been shipped to 24 countries, but no other
adverse reactions had been reported to date from any of them, she said.
WHO
will send a team of international experts to Viet Nam as early as this
week
[14-18 May 2007] to investigate the cases, said Connor. “WHO, UNICEF
and
the government are taking this very seriously,” she said. “We’re making
all
efforts to ensure a full, prompt investigation. “This doesn’t mean that
we
have any information that is conclusive about the potential cause of
this
at this stage. WHO will send out further advice pending the outcome of
this
investigation.” Connor said the LG vaccine had been used for some years
and
that WHO had received no reports of deaths or serious reactions from
any
other countries.

of

I have lost count of the number of times I was told over the years that
Sari
Nusseibeh, a prominent Palestinian intellectual, was a true moderate
and living
proof of the fact that the Palestinians really wanted peaceful
co-existence with
Israel. Now in a devastating review of Nusseibeh’s book in the New York
Sun,
Efraim Karsh demolishes this cosy myth - and in the process exposes
once again
the homicidal narcissism of the western liberal intellectual. In one of
the many
well-intentioned but doomed secret ‘back-channel’ attempts to achieve
informally
the mutual accommodation between Israel and the Palestinians that had
eluded
their leaders, Karsh and Nusseibeh met as members of their respective
delegations. Karsh recalls:

I was particularly taken aback when Mr. Nusseibeh, even then widely
considered
the epitome of Palestinian moderation and a staunch proponent of
Arab-Jewish
coexistence, turned out to be the most extreme member of the group.
Dismissing
out of hand the two-state solution - Israel and a Palestinian state in
the West
Bank and the Gaza Strip - he instead sang the praise of the ‘one-state
paradigm’
- a standard catchphrase for Israel’s destruction - demanding the
incorporation
of the West Bank and Gaza population into the Jewish state as
full-fledged
citizens, to be followed by the refugees from the neighboring Arab
states and
beyond.

In subsequent years, Mr. Nusseibeh continued to pay lip service to the
two-state
solution and consistently questioned the very legitimacy of the state
with which
he ostensibly wished to make peace. On a few occasions he even let the
mask
drop, unveiling his true agenda. In the late 1990s, for example, he
told an old
Oxford friend that ‘one day, in the near or further future, all this [
Israel
and Palestine] will be one binational state. It’s just a question of
how we get
there.’ In an April 2005 debate at Dartmouth College, Mr. Nusseibeh
advocated
the creation of a binational state as the only viable solution to the
Israeli-Palestinian dispute. ‘We will have spent 100 years killing and
fighting
each other, doing our best to avoid a one state solution, and we will
find
ourselves in that exact situation in 40 or 50 years,’ he argued.

That this advocacy of the destruction of an established member state of
the
international community has hardly dented Mr. Nusseibeh’s ‘moderate’
image can
be partly explained by the desperate yearning among Jews and their
supporters
worldwide for Palestinian and Arab peace partners, dating back to the
1920s and
the ‘30s, despite countless setbacks and disillusionments. It is also a
corollary of the narcissist and patronizing mesmerization among
educated
westerners with the ‘noble savage’ in general, and the westernized
native in
particular. With his posh Jerusalem high school education, his Oxford
and
Harvard degrees, and impeccable western demeanor, Mr. Nusseibeh, like
cultured
Arabs and Muslims before him, represents the ultimate product of the
‘white
man’s civilizing mission,’ a contemporary replica of George Antonius,
the
Cambridge-educated Syrian political activist who was the toast of
British
chattering classes in Palestine and beyond during the 1930s.

A Stafford man was arrested yesterday after stolen military
explosives were found at the home where he recently lived, police
said.

James Oscar Dorries, 42, is charged with three felony counts of
possessing explosive devices.

Sheriff’s Maj. David Decatur said 3 pounds of C-4 military
explosives were among the items found in a shed behind the home
Dorries used to live in at 21 Breezy Hill Drive in Lake Arrowhead.

Decatur called it a “significant and dangerous” amount of firepower.
Decatur said the explosives and other items were stolen from the
Quantico Marine Corps base in the 1990s: Dorries was a Marine from
1990 to 1996.

According to police, a juvenile went into the shed about 8:30 p.m.
Thursday and came across the stolen stash.

The juvenile told his mother, who in turn called the Sheriff’s
Office. Deputies and members of the federal Bureau of Alcohol,
Tobacco, Firearms and Explosives seized the items.

Decatur said Dorries no longer lived at the home because of an April
incident involving an assault on a family member. A preliminary
protective order was issued in Stafford Juvenile and Domestic
Relations Court that bars Dorries from being at the residence.

Decatur said Dorries recently has been living in a camper at 1405
Garrisonville Road, and authorities found him there early yesterday.
Officers interviewed Dorries at the Sheriff’s Office, then took him
to the Rappahannock Regional Jail, where he is being held under no
bond.

Among the other items found in the shed were six electric blasting
caps, a live military smoke grenade, a pop-up signal flare, two fuse
ignitors, various booby trap devices and seven rolls of tripwire,
police said.

Decatur said the investigation is continuing and more charges are
expected.

The briefing sent President Bush “though the roof” causing him to order his national security team to give nuclear terrorism priority over every other threat to America. Six months earlier the CIA’s Counterterrorism Centre had picked up chatter in Al Qaeda channels about an “American Hiroshima”.


This is pretty much what they said on tv last night, even showed a picture in Afghanistan testing it, it worked.

Dubai ruler in vast charity gift

The ruler of Dubai, Sheikh Mohammed bin Rashid al-Maktoum, says he is giving $10bn (£5bn) to set up an educational foundation in the Middle East.

The money is meant to improve the standard of education and research in the region, and aims to stimulate job creation, Sheikh Mohammed said.

It is thought to be one of the largest charitable donations in history.

The announcement was made to widespread applause at the World Economic Forum, which is being held in Jordan.

Sheikh Mohammed, known as a successful racehorse owner as well as ruler of Dubai, said his personal initiative was aimed at creating what he called “a knowledge-based society” in the Middle East.

At the moment, he explained, there was high illiteracy in the region - where more than 40% of Arab women cannot read or write.

The whole Arab world publishes fewer books than the country of Turkey.

And spending on scientific research is only a tiny fraction of that in developed countries.

“There is a wide knowledge gap between us and the developed world in the West and in Asia. Our only choice is to bridge this gap as quickly as possible, because our age is defined by knowledge,” the sheikh said.

While there may be less learning in the region, there is high unemployment, and it is likely to get higher with a rapidly growing population.

“Our region needs at this moment 15 million job opportunities, and our Arab world will need in the next 20 years between 74 to 85 million job opportunities,” the sheikh told the conference.

“We need to develop the infrastructure so we can create jobs.”

Sheikh Mohammed hopes to increase education and research, and also to encourage innovation and entrepreneurship throughout the region.

“In order to realise these objectives, I have decided to establish the Mohammed bin Rashid al-Maktoum Foundation to focus on human development, and have I decided to endow a fund of $10bn to finance its projects,” he said.

As ruler of Dubai, he can share the success of his principality, which is known the world over as the economic success story of the Middle East.

Hamas Increasing Terror Capabilities; Al Qaeda Joining Fray

(IsraelNN.com) The Hamas terror organization has been increasing the number and efficiency of attacks on Israel, while engaged in its militia war with rival PA terror faction Fatah. New reports suggest that Hamas’ capabilities are improving, particularly with the influence and assistance of Al Qaeda.

IDF Maj.-Gen. Giora Eiland said in an interview with Israel Radio on Friday that the Gaza terrorist group’s military capability and the range of its rockets are improving. He also expressed doubt that Fatah could prevail in the militia war against Hamas for control of the government.

“Gaza is a clear and hostile Hamas state in every sense of the term,” Eiland said. “The Palestinian Authority and [PA Chairman Mahmoud] Abbas are pathetic and irrelevant,” he added.

Al Qaeda’s Fingerprints Increasing in Gaza

A new report indicates that Al Qaeda has begun active efforts to strengthen the Hamas terror organization in the battle for control of the Palestinian Authority.

As the Palestinian Authority (PA) continues to weaken, the Al Qaeda terrorist network has strengthened ties with Hamas, according to a report written by Army reserve Lt. Col. Jonathan HaLevi for the Jerusalem Center for Public Affairs.

Following the expulsion of Jewish residents from the Gaza area and the destruction of their communities, Al Qaeda already had begun to fill the vacuum in security, HaLevi wrote.

Palestinian Authority (PA) Chairman and Fatah leader Mahmoud Abbas last year said, “We have signs of the presence of Al Qaeda in Gaza and the West Bank.”

Further evidence of the al Qaeda presence was produced earlier this month when the terrorist group Army of Islam, identified with Al Qaeda, took responsibility for the March kidnapping of British Broadcasting Corp. (BBC) reporter Alan Johnston, whose whereabouts and condition are unknown.
Rather than challenge Al Qaeda’s bid to expand its presence in the Gaza Strip, Hamas prefers to collaborate with these new militant groups

The same group teamed up with two Hamas-sponsored terror groups to carry out last year’s abduction of IDF soldier Gilad Shalit in a cross-border attack which killed two other soldiers and wounded a third.

“Even external appearances show Al Qaeda’s growing influence as members of its affiliate movements in the Gaza Strip will often wear the same black head covering that was a trademark of the late Al Qaeda leader in Iraq, Abu Musab al-Zarqawi,” noted HaLevi.

“All the evidence indicates that rather than challenge Al Qaeda’s bid to expand its presence in the Gaza Strip, Hamas prefers to collaborate with these new militant groups,” he added.

Fatah May Pay the Price for Al Qaeda Presence

The Fatah faction led by the PA chairman has been warring with Hamas for control of the government for more than a year. Despite numerous efforts by local and international leaders to end the internecine clashes between the two factions, the fight has continued.

Fresh shootouts and kidnappings resumed in Gaza a week ago; two broken ceasefires attempts, 44 dead civilians and terrorists and more than a hundred other wounded have not yet stemmed the flow of blood in the streets.

For its part, Fatah has spent the past year cultivating cozy relations with Jordan and the United States, which pledged millions of dollars and munitions to help shore up the PA Chairman’s personal security force.

Fatah, which is seen by most western nations as a moderate force in the terrorist-led PA government, was promised – and received – thousands of weapons from Jordan in a deal approved by the Olmert government.

Hamas has similarly boosted its weapons cache, by smuggling through elaborate tunnels across the Egyptian border. At the moment, Fatah and Hamas guns are being aimed at each other. But longer-range weapons have been reserved for use against Israel.

Hamas Receiving Upgraded Weapons and Training

Hamas has worked hard with other groups to develop and refine the Kassam rockets they use in their attacks on the western Negev, focusing especially on improving their aiming capability and range. The short-range Kassam rockets can be pointed in a general direction, but are incapable of pinpoint targeting. Improvements in the past year have created what is considered by weapons experts to have been the final product in the Kassam line, a rocket which they say cannot be refined further.

Intelligence reports indicate that Hamas terrorists this year acquired Russian-made 22 kilometer-range Grad missiles, more versatile and lethal than the primitive, short-range Kassams.

In addition, Hamas operatives have been bolstered by advance terror training programs, financial support and gifts of Katyusha rockets from the Iranian-backed Hizbullah terrorists in Lebanon. Hizbullah used several different Iranian and Syrian-made missiles against Israel in last summer’s Second Lebanon War; most were short and medium-range Katyushas.

According to one military source that requested anonymity, PA terrorists used Katyushas in three attacks within the past year, reaching the outskirts of Ashkelon each time. A number of strategic installations exist in the Mediterranean coastal city, making it an inviting target. Police said Friday they are preparing for the possibility that long-range rockets may be fired at Ashkelon.

Regardless of who received guns and from where, at the end, a Hamas official commented to a WorldNet Daily reporter, the weapons will eventually all be distributed among the other terrorist groups anyway, and all will ultimately be pointed at Israel.

Al Qaeda Urged Hamas to Escalate Against Israel

While the two factions continue their renewed militia war, the Hamas organization simultaneously launched an intensive attack against the Jewish State on Tuesday, aiming at communities in the western Negev. Sderot, closest to the border, has taken the brunt of the rocket fire, although other communities have been attacked, including the large coastal city of Ashkelon.

The attacks have come less than a month after a senior member of Al Qaeda called on Hamas to show a little more energy in its war against Israel. In a video that appeared on Al Qaeda’s website, Abu Yaha al Libi asked Hamas, “Where is the revenge? Where are the bombs? Where is the fire?”

The senior Al Qaeda terrorist urged Hamas to step up its attacks. “Your loyalty will be measured only through your commitment to the path of Jihad,” chided al Libi.
