“Cho Seung-Hui in 2005 was declared mentally ill by a Virginia special justice, who declared he was “an imminent danger” to himself, a court document states.”

This of course means that the State of Virginia knew, Virginia Tech admissions knew, and of course his parents knew he had severe problems! I just can’t understand why he wasn’t Baker Acted.

The term “Baker Act” is unique to Florida I believe...

You must be in Florida. The Baker Act only allows you to hold somebody for 72 hours for observation. I don’t know if other states have similar laws, but the Baker Act is the name of a Florida mental health act.
