If you're serious about that, you haven't checked out the laws of war.
You are aware that Andrews and two of the other raiders were civilians, not military, aren't you, and that they all wore civilian clothes behind enemy lines.
If you think the rules of war have ever protected civilian behind enemy lines committing acts of war, you really have nothing to contribute to this discussion.
