Perhaps we should start a new homeland security division called the “STATES MILITIA.” This one cannot be sent out of the country or usurped by the Federal Government.
The States can form their own militias (and militia reserves) to deal with state disasters.
Of course, the States would must arm them, provide armories, and provide equipment and maintenance. But — they can never be taken away (or depleted) by the Feds.

Alternately, that is what State Troopers, County Sheriffs, and Municipal Police and Fire are. Quasi-military, but not really "troops".
I don’t trust democrap governors with quasi military forces regardless. They already use state troopers to raise revenue...
I love the idea, but if it’s a division of Hom. Sec., it would necessarily be a Federal agency. The rights of states to form and arm militias without Federal interference is already guaranteed in the Second Amendment; the states would just have to pass constitutional amendments mandating their organization. This is a state-by-state campaign, not a national one. If you want to organize something, I’d be happy to help here in Missouri.
