At a time when I lived in Queens we had vacation property in the Binghamton area. Given the parameters that clb states, I would use 17, cross the Tappan Zee to one of the commuter stops such as Hastings on Hudson, put the car in commuter parking, and use the train to Penn Station.
FWIW I always thought the Statue of Liberty was more impressive from a distance, and they never let you close enough to Ground Zero to actually bond if you have not already.

My best experience viewing Lady Liberty was on a party boat... we left from CT and chugged around Manhattan... we had catered Italian food. Right after the sun went down, we stopped in front of Lady Liberty in all her greatness and we all raised a toast to the greatness that's the U.S.A. My long past relatives got their first taste of America on a little island not far away... Ellis Island to be exact ;-)

I used to drive down from Syracuse, and park and ride in NJ by the Lincoln Tunnel. You can catch a bus there that goes to Grand Central Station.
