Better yet, tape it to a brick and send it back. They have to pay for postage.

I thought it was illegal to send building materials through the U.S. postal service (a prohibition IIRC that was put in place because it was cheaper to mail building materials to parts of Alaska that were only accessible by air than to ship them any other way)

Not to my knowledge. You could always get a shoebox full of gravel and send it that way.
