Maybe. But, that doesn’t necessarily result in elliptical holes. Weather erosion of the pits could do that if they are water-filled.

Here is a picture copied from NASA, of a Meteor strike on the Moon.... It is the ejected material, as shown to the left of the pictured strike, that would be propelled at a low angle....this ejected material could account for the Georgia formations....
