I don't buy that at all, quite frankly.

IMO some very powerful interests are pulling strings and the puppets at the end of those strings are dancing.

Bush, Chambliss, Kyl want it for cheap labor reasons but it's kind of strange that's the excuse they're giving with other Senators:
