Two out of three people believe that there are too many migrants in Britain, according to a Government-commissioned report on how to bring the country's increasingly diverse communities closer together.
The far-reaching impact of the recent waves of immigration from eastern Europe is laid bare in the report by the Commission on Integration and Cohesion.
A Mori poll carried out for the commission found that 68 per cent of those questioned thought there were "too many migrants in Britain," a view shared by 47 per cent of Asians and 45 per cent of black respondents.
It also showed that 56 per cent of people believed some groups - mainly immigrants, asylum seekers and refugees - receive unfair priority in the allocation of housing, health services and education.
The report said the findings showed that people "are very sensitive about perceived free-loading by other groups".
There were also deep divisions over whether immigration was beneficial - 36 per cent thought it was good for the economy but 36 per cent thought it was not.
In its report, the commission responded by jettisoning decades of multicultural orthodoxy and warning councils that they were fuelling "insularity and a sense of separation" by funding hundreds of small community groups that served only people from one race, ethnic group or religion.
The commission branded such an approach a "hangover from old identity politics" and argued that public money should be spent on groups that brought communities together.
Unveiling its 173-page report yesterday, the commission said that four out of five people felt different communities got on well in their area. However, it stressed that there were problems in some places.
In particular, it highlighted the "suspicion and mistrust" in parts of the country affected by the recent waves of immigration from eastern Europe, in particular more rural areas.
The report said councils should identify potential "hot spots" and argued that better monitoring of "community tensions means that smaller rifts can be tackled before they become bigger ones".
Councils also needed to intervene when tensions escalated into violence. The report spelt out a wide array of recommendations from the school curriculum to the creation of a new bank holiday to celebrate "cross-cultural activities."
Among its more controversial proposals, the commission argued that political parties should make "positive" steps to better reflect their ethnically diverse communities, a move critics fear is a step towards quotas.
Councils should also use "targeted recruitment" to increase the number of people from ethnic minorities on their staff.
It also called for politicians to agree to be bound by the Race Relations Amendment Act to ensure they do not make inflammatory remarks, a move some fear could prevent councillors discussing community relations.
Other proposals included issuing "welcome packs" to migrants, which could include information on acceptable behaviour as well as a guide to British culture and traditions.
A new GCSE in citizenship could be accompanied by citizenship ceremonies for all youngsters when they turn 18.
Councils should cut the amount they spend translating leaflets into foreign languages, with the money saved being used to help fund English language lessons for immigrants.
At a national level, a new body should oversee the integration of new immigrants.
Speaking at the report's launch, Ruth Kelly, the Communities and Local Government Secretary, said: "There are things that are crucial to cohesion. Equality of opportunity, making sure there are clear rules of the game that everyone understands. And stressing what we all hold in common."
Caroline Spelman, the shadow communities secretary, said ministers should say who would pay for the proposals.
"Labour has loaded local authorities with so many cost burdens that many town halls simply have no money left to pay for another Whitehall initiative," she said.
Bilingualism is common in urban schools, given that almost 12 percent of children have a first language other than English. London is now the most linguistically diverse city in the world, with more than 300 languages spoken by pupils, ranging from Punjabi and Nigerian Yoruba to Polish and Tamil. In addition, the government now provides funds to Muslims to set up their own schools, in which there is a predominantly Islamic ethos, imams are involved in teaching, and Arabic is learned for the study of the Koran. At present there are just five such Muslim state schools, but the government has announced plans to take the number to 150, a move that smacks of appeasement towards Islamic separatism. The police have also been infected with this spirit. In recruitment in London, there is an open bias towards applicants who speak "a community language." And in the Midlands city of Nottingham, the July bombings prompted the chief constable to order his officers to wear green ribbons "to show their solidarity with the Muslim community."
The BBC, the main state broadcaster, has its own Asian network providing news and features inside the U.K. in Urdu, Bengali, Punjabi, and Gujarati. There are now more than 140 housing associations in England catering to ethnic minorities; one of them, the Aashyana in Bristol, provides special apartments for Muslims with the toilets facing away from Mecca. continued........

The census table presented allows us to make certain conclusions, namely:
1- The raw figures for the "White group" as given in the 2001 Census is deliberately meaningless and useless, the fact remains that its three component sub-groups (White-British, White-Irish and White-Other) are very useless and allow us to do a little data-modelling.
Column A in the table is the percentage of White people per borough as recorded in the 2001 Census - quite why the numbers of White people is though to be of any value (other than to mislead) remains a mystery to all, including the Office of National Statistics (ONS)
2- The number of London boroughs in which native British Londoners were in a minority in 2001 was probably 8 but possibly up to 12 (Column D). This being a far cry from the media version that only 2 London boroughs had White minorities as at that date (Column A).
3- That currently (2005) the number of boroughs in which native British Londoners are in the minority is probably 12 but could be as high as 16 (Column E).
4- That currently (2005) native British Londoners are almost certainly a minority throughout the Inner London area (Column E).
5- That extrapolating forwards to 2011 the number of boroughs in which native British Londoners will be in the minority will probably increase to 18 and possibly to as high as 23 (Column F).
6- That by 2011, although native British Londoners, will remain (just) a majority throughout the Outer London boroughs, they will be a minority in the Greater London metropolitan area as a whole (Column F).
On the basis of the above it is our belief that Greater London will, in 2011, become the third major urban British local authority area (not counting individual London boroughs) in which native Britons will lose their majority status. We predict that this will happen following Slough in 2009 and Leicester in 2010, but before Birmingham in 2017.
"Results, presented in a table that accompanies this report, suggests that the twenty six urban authority areas concerned, ranging in population from 100,000 to over 7 million, will all have minority native-British populations by 2036."

The bnp is not really noted as a reliable source of unbiased statistics on these matters.
They’re never very specific about how exactly the term ‘native British’ is to be defined (how many generations are we going back? I have a Dutch grandfather, do I count?), other than the fact that it cannot possibly include anyone who isn’t white.
The figures they quote are seemingly arrived at by taking the census figures and subtracting from them a number of estimates and wild guesses to remove people they don’t think should be included.

Ah the old Myth so readily reeled out here on FR. If 3% of the population is a near-majority. then the ole US 0f A is further along the path of doom, as I believe your country is currently at 5% Islamification...or is that more? Hard to tell with your porous borders eh?

It is interesting watching a culture - a civilization - kill itself.
In the past people always excluded outsiders to keep their culture intact - now we fight to welcome them in.
However, it doesn’t work the other way. None of the Moslem nations are welcoming Christians from the West to change their societies. They aren’t interested in commiting cultural suicide in the name of diversity.
The folks in Europe and England can argue all they want about this statistic or that statistic - the bottom line is they have invited in a cancer that will - already is - destroying their native culture.
But they are not alone, we are joining them. In fact Congress and the president can’t wait to join them in designing our own cultural demise.
