The source was linked in my post: a National Review article by Mark Krikorian (Center for Immigration Studies) from Aug. 2005.

And there is no mention of that award prior to that article. No mention on the La Raza website. The award they give to congresscritters is called the Capital Award.

And I didn't bother to dig deeper. Seeing that one snippet from Krikorian's article was...unnerving.
