Since the power grid is shared, unfortunately the cost is spread out (for the most part) between different points of demand, meaning if Neveda has more demand but does not build for more supply, then everybody elses rates will get jacked up until a powerplant is built somewhere else. It would be great if Nevedans were forced to pay for electing that jackass and his stupidity...
