If this was terrorism, it would be visible. I’ve seen collapses where the load on the steel and concrete was calculated improperly and that’s what it looks like to me, the fact that there is major construction going on makes this all the more likely. Not to mention that all of the piles seem intact and that is where an explosive would have been placed.

There were apparently 30 construction workers on the deck when this happened. IT would have been really tough to place and ignit shape charges.

The fact that the piles are intact would seem to indicate that the failure occurred somewhere in the vicinity of a joint where steel members held up a concrete slab. The concrete slab would be supported by steel members, but its rigid form would also provide lateral stability to the steel frame.
Oddly enough, this was the type of structural failure that ultimately caused the collapse of one of the two WTC towers on 9/11.
