It is indeed. Article 673,854,622 in the Constitution states the following:

If there is a Republican President in the White House, he is responsible for each road, bridge, and highway in the US including the manholes, dust roads, private roads etc... And he shall personally inspect each one of them and read a daily report on their conditions, and most importantly he shall be blamed for any failure of these roads, bridges, etc... and article of impeachment shall be drafted against him once any failure occurs.

If there is a democrat President in the White House he is not responsible for anything in the nation including the defense of the nation and failure on national security matters and he shall blame the previous Republican President who was in the White House for any type of failure that occurs during his current administration.

Medically it’s known as Bush Tourette’s Syndrome. Those afflicted reflexively scream out ‘It’s Bush’s fault!’ or ‘F’in Bush!’ at anything that goes wrong, from a stubbed toe to a natural disaster. Physical spasms may or may not accompany the verbal outburst. Incurable but not necessarily life threatening from what I hear.

Amazing, isn’t it? Just like with New Orleans, a mayor, Governor, Construction Workers, County Commissioners, State Senators and Representatives and a whole host of others have no part in it, only Bush!

U.S. President George Bush signed a $286.4 billion six-year transportation reauthorization bill Aug. 10, 2005 that covers federal fiscal years 2004-09.

Although the details of the reauthorization package are still being reviewed, Minnesota state and local governments can expect to receive about $3.5 billion in federal transportation funding through 2009, an increase of about 46 percent (or about $1.1 billion) over the previous six-year bill.

The bill is called SAFETEA-LU, which stands for “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users.”
