FBI searching for two suspicious ferry passengers

The FBI is asking for the public's help two identify two men who have been seen acting strangely aboard Washington State ferries recently.

According to federal agents, passengers have seen the men on several occasions exhibiting unusual behavior. The FBI did not say precisely what that unusual behavior entailed.

Anyone who knows the men or there whereabouts are asked to call the FBI at (206) 622-0460.

ARTICLE SNIPPET: “SEATTLE (AP) - A “suspicious package” was found at the height of the Wednesday morning commute on one of the largest ferries in the Washington state fleet, idling the vessel for about an hour.

The 460-foot Puyallup had just been emptied of cars and passengers after arriving at Colman Dock from Bainbridge Island about 8 a.m. when the package was found behind the toilet in the disabled passenger stall in the men’s restroom, said Marta Coursey, a spokeswoman for the ferry system.

Following a search and examination by State Patrol troopers, the 2,500-passenger, 202-vehicle capacity ferry was cleared to resume service about 9 a.m., Coursey said.”

ARTICLE SNIPPET: “Earlier information from law enformcement officials indicating that the package contained sparklers was erroneous.

Patrol Sgt. Craig H. Johnson would not disclose any details on the object, describing it only as a “suspicious package,” but said investigators determined it did not pose any immediate threat and carried it off the vessel for further examination.”

ARTICLE SNIPPET: “Sailings were halted at a B.C. ferry terminal Saturday evening as police investigated a bomb threat, causing delays for hundreds of people trying to travel between the mainland and Vancouver Island, ferry officials said.

The bomb threat was called in to 911 late Saturday afternoon by a man at a Coquitlam mall payphone who said it involved BC Ferries, David Hahn, president of BC Ferries, told CBC News.”

ARTICLE SNIPPET: “Hahn said that the delays were “greatly inconveniencing a lot of customers” and offered a $50,000 reward to anyone who has information that might lead to the person who made the threat.”

I’m glad people are taking it seriously. I do worry that all the false alarms are going to cause a problem, tho, leading to less diligence.

ARTICLE SNIPPET: “This bong threat was legitimate.

The FBI has confirmed that a suspicious package that idled one of the largest ferries in the Washington state fleet for about an hour Wednesday morning was actually a water-pipe typically used for smoking marijuana.

“Someone found a bong,” said David Gomez, FBI assistant special agent in charge.

The device was found in a men’s restroom of the 460-foot ferry Puyallup at the height of the morning commute.

The ferry had just been emptied of cars and passengers after arriving at Colman Dock from Bainbridge Island about 8 a.m. when the package was found, said Marta Coursey, a spokeswoman for the ferry system.

State Patrol Sgt. Craig H. Johnson would only say the device was a “nonhazardous, nonexplosive item,” adding investigators carried it off the ferry for further examination.

No arrests were made and no identified individuals were being sought, but “we’d like to find the person who left it there,” Johnson said.

PORT ANGELES - A car carrying four men reportedly sped through the U.S. Customs port of entry off the ferry from Victoria on Wednesday night.

The Port Angeles Police Department received a report through the PenCom dispatch center of the car failing to stop for inspection.

The car disembarked off the MV Coho at about 9:20 p.m. after the day’s last southbound sailing.

It reportedly raced past the checkpoint so quickly that nobody could determine a license plate number or even the plates’ jurisdiction.

The car turned left - or eastbound - onto Railroad Avenue from the port of entry, according to reports.

Police were looking for a four-door gray car or sport utility vehicle with four occupants, possibly Asian, headed east out of Port Angeles, said Sgt. Glen Roggenbuck.

Port Angeles police officers were unable to catch up with the vehicle and alerted the Clallam County Sheriff’s Department and State Patrol, Roggenbuck said.

No more information was available Wednesday night. A U.S. Customs and Border Protection officer at the scene declined comment.

Customs officers check all vehicles disembarking the Coho in covered lanes between the ferry landing and Railroad Avenue.

Citizenship verification is done by U.S. officials at the Coho’s Black Ball Transport terminal in Victoria before passengers and motorists board the 341-foot ferry.

Terrorist captured in 1999 On Dec. 14, 1999, Customs officers uncovered an al-Qaida-trained Algerian national, Ahmed Ressam, at the same Port Angeles port of entry.

A trunkload of bomb-making materials were found inside the rented sedan he was driving.

Ressam fled on foot, but was quickly captured by customs inspectors in downtown Port Angeles.

Ressam was tried in federal court and found guilty of plotting to blow up a terminal at Los Angeles International Airport with the explosives and gear in the car.

“There’s no dilemma about the ferry photo”

ARTICLE SNIPPET: “Before this turns into the latest over-reaction story, consider that ferry officials have questioned behavior of a variety of ferry riders.

A few days ago, a Seattle Times photographer who is white was taking pictures near the Mukilteo ferry dock. He was stopped and questioned.

Just as police issue pictures of those who may be involved in kidnapping children in Amber Alerts or pictures from bank cameras of robbers of all stripes, the FBI issued the photos because they need help.

Certainly, it would have soothed feelings in the Muslim-American community if the FBI showed the pictures first to a few of their organizations. That might have been a better approach.

But let’s not confuse good police work with racial profiling. The behavior of the men, not their skin color or assumed nationality, led to the release of their pictures and the request for help. Anyone who has information about their identity should report it immediately to the FBI.”

SEATTLE, Washington (CNN) —

ARTICLE SNIPPET: “Members of the public and ferry workers reported the men to authorities after the two were seen pacing in areas of the boat, including a cargo hold, as if trying to measure distances, FBI Special Agent Larry Carr said Tuesday.

The men were also seen about two months ago taking photographs of the ferries — including restricted areas — and studying an emergency evacuation poster.

The men were spotted on multiple ferries and ferry routes, Carr said.

The FBI wants to question the men to determine if their behavior was harmless or whether they were surveilling the ferries and ferry terminals for nefarious purposes.

A ferry worker snapped photos of the men using a cell phone camera and gave the stills to law enforcement. The photos were shown to police and ferry workers, but no one could identify the men, so authorities called on the public for help.”
