You an't just a kidding. unless he is manufacturing under the original certs, it is my understanding that any production car has to pass emissions. If it passes, you can't make ANY changes to the engine config, once it is tested.

Perhaps he can make a three wheeled version to fall under the Motorcycle regs, like the "TriHawk"....
