Most assuredly he has. What he advocates is a proper Congressional Declaration of War before we go off to fight... because if congress isn’t willing to totally commit the country to fighting to win a war, then why ever should we want to get involved in one???
So a Dem/Liberal run congress and Senate is enough to "NOT" protect America?
