From reading the article, it appears you are correct. I would never sign on to that nonsense though.

The U.N. has proven it’self to be a flawed concept gone terribly bad. I would never lend it any credibility.

The treaty is already in effect. Whether the US signs or not is irrelevant.

If the US has not signed it, then the US can declare that we are not bound by it, and any entity's interference with our commerce under the treaty can be considered by us to be an act of war
