Agreed, except perhaps to describe him as anti-war. I think he supported the use of force in Afghanistan and was trying to get a formal declaration of war for Iraq. As far as to whether a formal declaration or just a authorization for a use of force was proper, seems to be largely a matter of differing opinions.
Personally, I would have preferred (as if my opinion mattered) a formal declaration for Iraq, since it had a functioning government against which to wage a war. This wasn't the case in Afghanistan.
A declaration of war is Constitutional, legal procedure.
'Resolutions' and 'authorizations' are just a statement of policy....a.k.a. hot air.
