All Syria and Iran would have to do is wake up and start acting like members of the 21st Century, not the 12th, and their nations would do a lot better. Way too rational, D.O. :-))
At this point both are change nations, not status quo. If Iran can get nukes, it becomes the dominant power in the middle east, with strong allied militias in Lebanon, Iraq and the Pali territories. Syria still wants a Greater Syria, i.e. Lebanon, Jordan, Golan and as much of Israel/Palestine as it can get. An alliance with a nuclear Iran could get them most of it.
The only way to avoid an attack on Iran, IMHO, is if there is actual regime change in Iran, not a "reformer" replacing Nutjob, but the mullets out too. The West has let the mullets get too close to their goal for them to give it up now.

First, we should have give the Kurds independence (to heck with Turkey).
Then we should have picked a side in the Iraqi civil war (preferablly the Shiites) and helped them to exterminate the other side (preferably the Sunnis).
That completed, we should have provoked ANOTHER civil war (say between pro- and anti-Iran Shiites) and taken sides. We help “our” side exterminate the loser.
THEN we should have formed a government of the survivors...
