So a Mexican books a flight to TJ with the intent of crawling across the border. How do you stop that? How do you know the intent of the flight? Ask them? They’ll tell you they’re visiting their friend in TJ and going to the beach for a few days.

I am asking a question about how you would control the air traffic within Mexico and determine which passengers have which intent.
