The point isn't to punish parents, Edwards says, but to identify the families who could most benefit from school-based assistance programs.

Yes it is, bet on it. All the educrats are interested in is leftist indoctrination. As in ideas, beliefs, knowledge. It will be used as a tool against those who believe in moral absolutes.
Do whatever you can to have one parent stay home with your child/children. This is the governments way of controlling and raising your child.
Schools as welfare agencies? Sure. Why not? The track record of entitlement programs is so solid already, why not expand them?
This is what passes for logic in liberal circles. Something doesn't work. So do more of it.
