I think you are seriously underestimating the damaging effects of fire.

Fire is an issue but the problem with it is that it can be started with other implements such as matches... radiation and biological aren’t so easy to create.

So you can’t really include it unless you are able to eliminate all other access to fire starting mechanisms.
