Well the US Const. says the Congress needs to declare war before we do anything. Then we bring out the biggest, baddest, weapons we have. Notice even then we have intell that said the Japan was doing to do something. We thought that would not happen. I’m sure that technology had something to do with it. I am all for defending ourselves.
