Perhaps she shouldnt be arrested for having one. Considering it is her constitutional right to carry one. No permit needed. Now as far as access to the park of course they can deny her entrance if they do not want people with guns in their park.
I'm far from an expert on guns and gun laws but she didn't have CCW permit; therefore, she wasn't allowed to have it.
