I disagree. Police are always going to be following orders from higher up, therefore someone not directly involved is going to have reason to blame subordinates that can not refuse orders without sacrificing their careers.
This is going to continue as long as the procedure exists.

Sure, until you start taking their homes, cars, retirement savings and anything else of value they have and dumping them and their families in the street. That happens once or twice and all this crap will cease.
