BOSTON, MA - In an indictment that was unsealed in federal court in Springfield, a Feeding Hills man was charged with possession of toxins (ricin and abrin) for use as a weapon, and threatening to use weapons of mass destruction against federal officials and property.
United States Attorney Michael J. Sullivan, Warren T. Bamford, Special Agent in Charge of the Federal Bureau of Investigation - New England Field Division, Glenn N. Anderson, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms, and Explosives Boston Field Division and Randy Miskanic, Inspector in Charge of the United States Postal Inspection Service, announced today that MICHAEL A. CROOKER, age 53, formerly of Feeding Hills, Massachusetts, was charged in a indictment with three counts of possessing toxins (ricin and abrin) for use as a weapon; mailing a threatening letter; threatening to use a weapon of mass destruction, to wit, ricin; threatening to transfer a toxin to another for use as a weapon; possession of a toxin by a “restricted person” and possession of a toxin without the required registration, and of a type and in a quantity that was not justified for peaceful purposes.
The indictment alleges that in or about June 2004, CROOKER possessed the toxins ricin and abrin in the form of castor beans and rosary peas, respectively, that is, “in its naturally occurring environment, that had not been extracted from its natural source” with intent to extract the toxins and use them as weapons. In addition, the indictment alleges that he possessed a quantity of ricin that had been processed, and was recovered in August 2004. Further, the indictment alleges that, in letters written in July 2004 - one to a local newspaper and another to an Assistant United States Attorney, CROOKER threatened to transfer the toxins to another and to launch an attack on the federal building in Springfield, using a weapon of mass destruction. CROOKER, as a convicted felon and drug user, was also charged with possession of toxin by a “restricted person.” Finally, he was charged with possession of toxin without proper registration, and possession of a toxin of a type and quantity not justified by research or other peaceful purpose.
If convicted of any of the three counts of possession of toxins for use as a weapon, the count of threatening to transfer a toxin to another for use as a weapon, or the count of threatening to use a weapon of mass destruction, CROOKER faces up to life imprisonment on each of the counts, to be followed by five years of supervised release, and a $250,000 fine. If convicted on the charge of mailing a threatening communication, or the charge of possession of a toxin by a restricted person, and of a type or quantity not justified for peaceful purposes, CROOKER faces up to 10 years’ imprisonment, to be followed by three years of supervised release, and a $250,000 fine, on each count.
The case was investigated by the Federal Bureau of Investigation - New England Field Division, the Bureau of Alcohol, Tobacco, Firearms and Explosives - Boston Field Division and the U.S. Postal Inspection Service. It is being prosecuted by Assistant U.S. Attorney Jeffrey Auerhahn of Sullivan’s Anti-Terrorism and National Security Unit.
The details contained in the indictment are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Fourteen members of a South Florida-based Bloods set with ties to the national Bloods criminal organization have been charged federally in connection with their illegal gang activities, announced R. Alexander Acosta, United States Attorney for the Southern District of Florida, Jonathan I. Solomon, Special Agent in Charge, Federal Bureau of Investigation, Miami Field Division, Jonathan Sall, Special Agent in Charge, U.S. Coast Guard Investigative Service, Al Lamberti, Broward County Sheriff, and Melvin D. Standley, Chief of the Miramar Police Department.
In the one-count indictment unsealed today, defendants Earnest Copeland, a/k/a Gully, a/k/a Wuz, a/k/a Buzz, a/k/a Hakim; Raymond Edward Desinor, a/k/a Spider; Alfred Jerome Allen, a/k/a Juggernaut, a/k/a Fred; Alden Bert Budhoo, a/k/a Alpo, a/k/a Po; Randolph Dercival Barrow, a/k/a Debo; Michael M. Petty, a/k/a Ox; Omeal Anthony Lee, a/k/a 50, a/k/a Oaks; Willie Lee Ellis, a/k/a Peanut; Jeffrey Byrd, Jr.; Sharlene Copeland, a/k/a Shelly, a/k/a Sharlene S. Grant; Amr Kahlil Ramson, a/k/a A.R.; Linus S. The indictment, which was returned on January 24, 2008, was unsealed today following the arrest of several of the defendants. If convicted of the charge, each defendant faces a maximum sentence of 20 years’ imprisonment and a fine of $250,000.00.
According to the indictment, from approximately January 2006 through January 2007, the defendants were employed by and associated with a local set of the Bloods street gang, known as “Neighborhood Piru” and “NHP.” This South Florida-based Bloods set has ties to the National Bloods criminal organization, a violent criminal enterprise. The defendants are charged with conspiring to engage in a pattern of racketeering activity that included attempted murder, robbery, extortion, kidnapping, drug trafficking, witness tampering, retaliation against witnesses, and interference with commerce by means of threats and violence.
Specifically, defendant Earnest Copeland is alleged to be an “OG,” an “Original Gangsta,” i.e., a boss, in the local Bloods criminal organization. In this capacity, defendant Copeland supervised and directed the activities of the local Bloods set, including those of his co-defendants and other unindicted co-conspirators. Accordingly, Copeland identified potential victims and planned the criminal acts that were perpetrated by the gang members. Copeland also mediated disputes that arose with other gang members and received tribute payments generated from the criminal activities of the gang.
Defendants Raymond Edward Desinor and Daquan Thomas were gang leaders in the Bloods organization, who planned and participated in wide-ranging criminal conduct with gang members, and reported to defendant Copeland. The remaining defendants were members and associates of the gang, and conducted the gang’s business through violence, intimidation, and threats of force.
Among the criminal activities alleged to have been perpetrated by the Bloods through the defendants are attempted murder, kidnapping, extortion, armed home invasions, armed robberies of businesses and individuals, auto theft, drug trafficking, illegal possession and use of firearms, witness tampering, and retaliation against witnesses.
U.S. Attorney Acosta stated, “Almost every day in South Florida, we witness the deadly consequences of gang and gang-related violence. Gang violence is not self-contained. It is not limited to one gang member killing another or killing a rival. Gang violence spills onto our neighborhoods, killing innocent victims, destroying entire families, and poisoning the future and the welfare of our children. Together with our federal and local partners, we are committed to stopping this deadly cycle of violence, and to making our communities safer.”
Broward County Sheriff Al Lamberti added, “When good, honest, hardworking people can’t feel safe in their own neighborhoods, it’s our job to do something about it. These defendants were responsible for a reign of terror across Broward County and their arrests send a strong message that this level of violence will not be tolerated.”
Chief Melvin Standley, of the Miramar Police Department, stated, “Miramar will continue to aggressively pursue this fight through active street enforcement, investigative partnerships with law enforcement agencies, community education, and gang resistance training in our schools.”
In addition, another individual was separately indicted on January 24, 2008, for gang-related activity. Defendant Raeshoun Lavi Washington, a/k/a Envy, was charged with conspiracy to commit robbery and robbery in connection with her involvement in the armed robbery of a clothing vendor in North Miami Beach. If convicted, the defendant faces a maximum sentence of 20 years’ imprisonment on each count.
Mr. Acosta commended the investigative efforts of the Federal Bureau of Investigation, the U.S. Coast Guard Investigative Service, the Broward Sheriff’s Office, and the Miramar Police Department. These cases are being prosecuted by Assistant U.S. Attorneys Lawrence D. LaVecchio and Paul F. Schwartz of the Organized Crime Section.

A threat that people would be harmed prompted police to lock down the Biological Sciences Building at the University of British Columbia, RCMP said Wednesday night. The university received a threat in the morning targeting the building located at Main Mall and University Boulevard on the campus, RCMP said.
"The content of the threat is specific [and] contains a deadline," RCMP spokesman Insp. Dave Walsh said. Police would not elaborate on the nature of the threat or how it was made.

ROME -- Two four-meter medium-range missiles have been found at the southern Italian port of Bari stashed among crates of oranges in a truck bound for Germany, police said Tuesday.
The lorry's two German drivers - as well as contacts at their destination - were being questioned after the U.S.-made AMRAAM air-to-air weapons docked from Greece aboard a German-registered vehicle.
"Two (delivery) documents, instead of one, (going to) two different German towns, were found on the lorry," said local police chief Giuseppe Ialacqua after a customs inspection revealed the unlicensed cargo. The missiles, typically fired as a guided missile from one aircraft with the aim of destroying another aircraft, had been stripped of their explosive charges.
Pakistan: US intelligence agents 'uncover Bin Laden letters'

Islamabad - US secret service agents operating in the remote border area between Pakistan and Afghanistan claim to have found five letters signed by al-Qaeda leader Osama Bin Laden, Saudi daily Al-Watan said on Thursday.
Citing unnamed local security sources, the newspaper said that the letters are allegedly handwritten in Arabic and bear Bin Laden's apparent signature and seal. They appear to have been sent last December to some of Bin Laden's followers in the region. One of the letters is addressed to the Taliban leader in Afghanistan's volatile southern province of Helmand, Mansoor Dadallah.
In the letter, Bin Laden reportedly offers condolences to Dadallah, the brother of Mullah Dadallah, late Taliban leader in Helmand, who was killed last year in a US air strike. After his brother's death, Mansoor Dadullah claimed he had received a letter from Bin Laden in an interview with satellite Arabic TV network Al-Jazeera.

Yaser Bushnaq, a former president of the Islamic Association for Palestine has been indicted in Virginia for naturalization fraud.
In applying to become a U.S. citizen in 2000, Bushnaq is accused of failing to disclose his affiliations with a series of organizations that the indictment links to the Muslim Brotherhood and Hamas. The indictment clearly defines the IAP as "an overt arm of the covert organization known as the Muslim Brotherhood."

More cities to get counterterror money

WASHINGTON - More cities across the country are considered at high risk of a terrorist attack, according to a new list of funding priorities from the Homeland Security Department.
Last year the department made 45 cities or regions eligible for a competitive counterterrorism grant program. This year, the list has been expanded to 60 areas that can apply for the nearly $782 million available, according to documents obtained by The Associated Press.
The urban area grants are one of the department's most popular — and most intensely debated — programs. The department divides the regions at highest risk of a terrorist attack into two tiers. The seven highest-risk areas — including Los Angeles, New York and Washington — will be competing for about $430 million this year. The remaining 53 will compete for about $352 million. The department plans to release the list Friday.

US beefs up security at border with Canada

WASHINGTON - The US government on Thursday tightened access to US territory from Canada, requiring that both US and Canadian travelers entering the country present proof of identity and citizenship, the Department of Homeland Security said.
US Customs and Border Protections agents began requiring US and Canadian travelers -- who once were routinely waved through at border checkpoints -- to present government-issued proof of identity, such as a passport, driver's license or birth certificate.
The new rules, which apply to travelers entering by land and sea ports, are part of an ongoing US effort to beef up its northern border, which has been deemed by some security experts vulnerable to incursions by terrorists and criminal elements. The rules change affects US and Canadian citizens, not those of other countries, who already must present a valid passport to gain entry to the United States.

Kyrgyzstan Probing Radioactive Cargo Bound for Iran

BISHKEK KYRGYZSTAN- Customs police found radioactive material on a train heading to Iran, which may face a third round of UN sanctions over its disputed nuclear programme, from Kyrgyzstan, the Central Asian state said on Thursday.
Kyrgyzstan's presidential press service said the unspecified cargo was intercepted in neighbouring Uzbekistan about a month ago and the train was sent back. In a statement, the official press service said the train had been inspected by Kyrgyz specialists before it left the ex-Soviet republic and the case was now under investigation.
It did not identify the radioactive element or say how much was found, but it said that Bishkek would ask the United Nations International Atomic Energy Agency watchdog to send it special equipment to deal with such cases in the future.
