We don’t have anyone in Congress that wants to keep our economic house in order. If we did, we would have options like massive drilling, nuclear power, oil shale and wind. Certainly ethanol from corn is worse than stupid. We will be weak until we get a Congress that wants us to win. If we had options, we would take Iran out of the oil supply game. All CO's have limitations on ROE. But, the most important is safety of their commands. This means they can and will shoot to protect their boat.

Now, what we don't know is what 'provocations' the Iranians were doing. Running a boat on a collision course is one thing, painting them with a target aquisition radar is another.

Each CO would be in constant communication with both the screen CO and the Fleet CO. Decisions to shoot would come from there, BUT, the CO of the boat has ultimate responsability to protect his ship
