It does not make sense. If they want to exclude people why not use delegate counts and start with anyone who does not have at least 1 delegate does not compete in this debate. Next debate nobody that does not have 5 delegates. Next debate nobody without 10 delegates and go that route. That too me is the fairest way IMHO.

That is the way it should be. Let the people and not FOX decide who is in the debate.

Because the first few states are not even close to being representative of the general electorate. You would be putting a tremendous amount of power in the hands of a very small portion of voters in a few areas to select who can participate in the debates.
